As China's economy develops rapidly,China's water quality continues to decline.The construction of a municipal sewage treatment plant that meets the standard discharge standards for the domestic sewage treatment of residents is one of the important measures to improve the water environment quality in China.The National "13th Five-Year Plan for Development" proposes that by 2020,the centralized sewage treatment rates in urban and county counties in China will reach 95% and 85%,respectively.It is expected that the sewage treatment project will continue to be the peak period in the next five years.In addition to the basic characteristics of municipal infrastructure projects such as large investment,long construction period,and wide range of impact,the construction of wastewater projects also has the inherent characteristics of high financing difficulty,outstanding environmental risks and high public opinion.In order to ensure the smooth construction of the project and achieve the expected construction goals,it is necessary to identify various potential risks that the project faces,scientifically analyze and evaluate it,and take active response measures.This paper takes Wuchang Town sewage treatment project as the research object,and explores and studies the risk management of the whole construction period with the method of modern project management.First,using the brainstorming method and the risk checklist method based on expert surveys to identify the potential risks that the project may face during each construction period.Then,combined with the main risk factors of the qualitative analysis of the project,the risk factors of the project are evaluated and ranked using the RPN Risk Probability Number Model and the Analytic Hierarchy Process,respectively,and the analysis results of the two risk assessment methods are combined and quantitatively evaluated.There are five potential major risk factors for the project,which are engineering risk,environmental risk,policy risk,economic risk and natural risk.The specific subdivided into 13 three-level risk factors.Finally,according to the specific characteristics of each risk factor,the corresponding risk prevention,transfer,and avoidance suggestions are proposedso as to effectively deal with possible risk issues.To improve the comprehensiveness and systematicness of risk identification of wastewater projects,and to fully identify the potential risks in the whole phase of the project through the use of comprehensive risk identification theory,it is a research issue that can be further explored in the future;at the same time,with the completion of the construction of a large number of domestic sewage treatment plants.The operation will face more risks in the operation stage of the wastewater plant in the future,and further research is necessary for the potential risks faced by the wastewater treatment plant during the operation period of different construction models.
