Construction And Application Of Evaluation Index System For High-quality Development Of Coal Enterprise

With the rapid development of China's economy,the main social contradiction has been transformed.In view of this,the CPC Central Committee clearly put forward to change the mode of development,accelerate the implementation of new development concepts,and realize high-quality development in various fields.Coal occupies a dominant position in China's energy consumption,achieving high-quality development of coal enterprises has important strategic significance for China.Therefore,it is urgent to speed up the construction and application of high-quality development evaluation index system of coal enterprises,assessment the high-quality development of relevant enterprises,and then put forward opinions and suggestions.This paper takes the high-quality development of coal enterprises as the research object,and takes the construction and application of high quality development evaluation index system as the research purpose.According to the high-quality development characteristics of coal enterprises and the actual development situation of coal enterprises,the high-quality development evaluation index system of coal enterprises is constructed,combined with the connotation characteristics of high-quality development,the connotation characteristics of high-quality development of coal enterprises and the related research on the construction and application of high-quality development evaluation index system of coal enterprises.The evaluation index system mainly include one first-level index of high-quality development of coal enterprises,seven second-level indexes of high-quality development of coal enterprises such as economic development,innovation-driven,and green development,and twenty-eight three-level indexes of high-quality development of coal enterprises such as main business profit rate,environmental protection investment rate,and million tons mortality rate.According to the coal industry standards and values of the indexes determined by the related policies,the weight of the evaluation index system is established by the coefficient of variation method,and the high-quality development of Yitai Coal Co.,Ltd.is evaluated by the case analysis method.The results show that Yitai Coal Co.,Ltd.continues to steadily promote high-quality development in terms of economic development,safety first,quality and efficiency improvement,and achievement sharing.There is little change in the value of innovation-driven,mainly because the R?D intensity and the number of patents granted have not continued to increase,resulting in the stagnation of high-quality development of Yitai Coal Co.,Ltd.in innovation-driven.The value of green development and foreign cooperation is low,so we should increase these two aspects of investment and accelerate the construction of high-quality development in green development and foreign cooperation.According to the evaluation results,Yitai Coal Co.,Ltd.should increase investment in innovation funds,accelerate the progress of intellectual property research and development,and improve the proportion of R?D personnel;we should adhere to the green development,increase investment in environmental protection,improve the comprehensive utilization rate of mine water,coal gangue and ‘three wastes',strengthen the management of ‘three wastes',and improve the greening coverage rate and land reclamation rate;active participation in international exchanges and cooperation to achieve mutual benefit and win-win situation.The contribution of this paper is that it can well reflect the current situation of high-quality development of coal enterprises,and provide a reasonable and effective evaluation method for the high-quality development of related coal enterprises,so as to find the shortcomings and deficiencies in the process of high-quality development of coal enterprises,and then improve it to realize the high-quality development of enterprises as soon as possible.
