As early as 2004,the State Council proposed the reform of land management,under the premise of conforming to the plan,the right to use collective construction land can be transferred in accordance with the law.The Third Plenary Session of the Seventeenth Central Committee and the Third Plenary Session of the Eighteenth Central Committee both proposed to establish a unified urban and rural construction land market.In 2015,the State Council proposed to establish a market system for rural collective commercial construction land in pilot areas.In the top-level design of the land system,the state has been exploring the market-based guarantee mechanism for collective construction land,ensuring that collective construction land has a set of perfect norms and procedures for entering the market,and realizing the same rights and prices for collective construction land and state-owned land.The 2020 new version of the "Land Management Law" allows collective commercial construction land that conforms to the plan and is legally registered to enter the market with the consent of the members of the collective,marking that the state legally allows the country's collective commercial construction land to enter the market.In the top-level design of the collective land system,the central government is constantly trying to carry out market-oriented reform of collective commercial construction land.In 2018,the "Strategic Plan for Rural Revitalization(2018-2022)" was promulgated,and the plan proposed that "industry prosperity is the focus of rural revitalization".Since then,rural economic activities are no longer a single agricultural production,and began to advocate economic activities to become more complex.develop.The development of collectively-owned commercial construction land in rural areas is often disorderly,lacks corresponding planning and management,cannot play a role as a carrier for the development of non-agricultural industries in rural revitalization,and becomes a stumbling block for rural revitalization.From the perspective of the complex development of rural economic activities,whether the collective commercial construction land in rural areas can support the implementation of the rural revitalization strategy and promote the development of rural non-agricultural economic activities has become an important issue.In response to the above problems,this thesis takes Laiwu District as a model area,first sorts out relevant theoretical concepts,studies relevant policy documents,and combines the actual situation of Laiwu District,and proposes four spatial scales of Laiwu District,towns,villages and land patches.A system for summarizing the spatial characteristics of collectively-owned commercial construction land.Then,this thesis summarizes the spatial characteristics of the collective commercial construction land in the rural areas of Laiwu District on four scales.At the Laiwu District scale,the overall characteristics of collectively-owned commercial construction land in Laiwu District are analyzed from the three aspects of land use scale,land use type and land use spatial distribution.The spatial distribution within the town domain is based on four aspects to analyze the characteristics of land use differences between different towns in Laiwu District;at the village scale,the characteristics of land use are mainly analyzed from three aspects: the scale of land use in the village,the type of land use,and the spatial relationship between land use and the village;The patch scale mainly summarizes the characteristics of land use from the two aspects of the spatial form of the land use and the spatial combination between the land uses.At the same time,it combines the management activities attached to the collective commercial construction land to summarize the relationship between the space use and the land use patches.feature.Secondly,select the key natural factors,economic factors and other factors that affect the characteristics of collectively-owned commercial construction land in Laiwu District,and analyze and expound their impact mechanism.Natural factors mainly select terrain,economic factors mainly select administrative location,traffic conditions and development orientation of towns,and other factors mainly select changes in land system and demands of land users.Finally,based on the summarized characteristics of collective commercial construction land in Laiwu District,combined with the value objectives of the use and management of collective commercial construction land in Laiwu District,a spatial optimization strategy for collective commercial construction land under the guidance of local conditions is provided,combined with the current national land space planning.system to provide reference ideas for the planning of collectively-owned commercial construction land territorial space.
