Construction And Thinking Of Grass-roots Veterinary Institutions In Enshi

Starting with the market-oriented reform of the basic service system launched by the state,the entire system of animal husbandry and veterinary stations in villages and towns of Enshi Tujia and Miao Autonomous Prefecture has been transformed.A new mechanism of "feeding the people with money" has been set up,developing Healthy Development Service of animal husbandry as personnel of Rural Public Welfare Service Organization.In accordance with the spirit of the relevant reform documents,the total number of animal husbandry and veterinary service centers in villages and towns of the nature of public welfare service organizations has been reduced but not increased since 2006,the total quantity of personnel shall be controlled and cleared up year by year.After years of practice,the problems of the veterinary institutions at the grass-roots level in Enshi Tujia and Miao Autonomous Prefecture have become more and more obvious,with the functions and responsibilities of the multi-managers unclear,the government and enterprises failing to provide market-oriented services,insufficient investment in funds,weak infrastructure,shortage of staff and serious ageing,problems such as maladjustment of identity and function become more and more prominent.Enshi Tujia and Miao Autonomous Prefecture is a big agricultural state,and agriculture is an important basic and supporting industry for the economic and social development of the state.In agricultural production,the comprehensive output value of animal husbandry accounts for about 38% of the total output value of agriculture and occupies an important position.Whether the system of the grass-roots veterinary institution is perfect and the operation is smooth is the core problem of the healthy development of animal husbandry.Especially during the important period of national institutional reform,it is of great significance to study the current situation of the grass-roots veterinary institutions and to guide the reform of the grass-roots veterinary institutions.The perfection and normal operation of the system of grass-roots veterinary institutions is an important link in improving the government’s social management functions and ensuring public health safety,as well as promoting the comprehensive and orderly development of veterinary work,an important measure to improve animal health and the quality and safety of animal products.Especially in recent years when the epidemic situation of African swine fever is very serious,it is very important to improve the system of grass-roots veterinary institutions for monitoring,prevention and control of major animal diseases and ensuring the safety of one side.From top to bottom,this paper expounds the reform process of state institutions and township institutions since the reform and opening-up.The competent agricultural departments and grass-roots veterinary management departments are important components of government institutions from the state to local governments,after continuous reform and development,the formation of the current veterinary management system.Since the market-oriented reform of the basic service system was carried out in 2003,the system of grass-roots veterinary institutions in China has formed three types of system models,one is the independent station model,the other is the extension model,and the third is the model of "supporting affairs with money",taking these three kinds of veterinary institutions as the research object,this paper analyzes and compares the three models of grass-roots veterinary institutions,and finds out the advantages and disadvantages of each model of veterinary institutions.Through investigation,investigation and on-the-spot visit to the veterinary institutions in Enshi Tujia and Miao Autonomous Prefecture Enshi Tujia and Miao Autonomous Prefecture,this paper analyzes the problems existing in the current veterinary institutions system in Enshi Tujia and Miao Autonomous Prefecture,the lack of administrative supervision of animal husbandry and veterinary medicine in villages and towns;the lack of separation between government and enterprises in grass-roots veterinary institutions,which makes it difficult to carry out veterinary administrative management due to the restriction of status;Grass-roots veterinary institutions have no staff,poor treatment,it is difficult to bring in veterinary personnel.Finally,through comparative analysis,we find out the method to solve the problem of the veterinary institution system at the grass-roots level in Ensch,and provide concrete ideas and reasonable suggestions for the current institutional reform in Enshi Tujia and Miao Autonomous Prefecture,so as to further improve the veterinary institution system in Enshi Tujia and Miao Autonomous Prefecture,it runs more smoothly.
