A Study On The Effect Evaluation Of The Implementation Of Health Poverty Alleviation Policies In Hunan Province

Healthy poverty alleviation is an important part of the national precision poverty alleviation strategy,and it has made significant contributions to the decisive victory in the fight against poverty in 2020.The basic medical and health services for the poor are guaranteed,and the goal of "Access to medical resources,Able to pay for medical expenses;Able to recover well;Able to less sick" has basically been achieved.However,due to the multiplicity of diseases,poverty alleviation is a long-term task.In 2017,the Central Working Conference made the request for the organic connection between poverty alleviation and rural revitalization.The Opinions on the Implementation of the Rural Revitalization Strategy and the Rural Revitalization Strategic Plan(2018-2022)issued by the state in 2018 proposed to accelerate the construction of Healthy rural construction.Therefore,under the background of the new era,it is necessary to actively sum up the experience of healthy poverty alleviation,consolidate the results of poverty alleviation,and continue to provide a strong and healthy foundation for rural revitalization.This article adopts the method of literature research,field investigation,quantitative and qualitative research,and under the guidance of concepts and theories such as health poverty,precision poverty alleviation,policy evaluation,capacity equality theory,health economics,etc.,from the two dimensions of the health poverty alleviation policy,the supplier and the demander,have carried out a multi-faceted evaluation of the effect of the implementation of health poverty alleviation in Y city,Hunan Province.The study found that the overall effect of health poverty alleviation in Y city is remarkable;disease treatment coverage is wide,and the rate of improvement is high;the treatment rate in the grassroots and county areas is high;the proportion of medical expenses is declining year by year;the prevalence of chronic diseases in poor patients is significant,and health literacy needs to be improved;poor patients Benefits,reputation and awareness are all high.It is recommended to accelerate the sinking of high-quality health resources and improve the accessibility of medical and health services;improve the long-term medical insurance mechanism,focusing on the combination of protection and cost control;continue to strengthen disease prevention and control capabilities,and effectively carry out health promotion actions;high-quality promotion of healthy poverty alleviation and rural areas The revitalization strategy is organically connected.
