Key Words Of Health Poverty Alleviation Policy:the Development Context And Trend Of China’s Health Poverty Alleviation Policy

Poverty is an important factor related to the development of people’s livelihood and social progress.Due to the increasing level of social development and economic level,my country’s poverty alleviation tasks are becoming more and more refined.In the context of "health poverty alleviation",the medical security and health problems of the poor have received much attention from the Chinese government.The year 2020 is the final year of my country’s poverty alleviation,which also means that China’s anti-poverty cause has bid farewell to absolute poverty and started a new stage and a new journey.Now my country has entered a post-poverty alleviation era,and the population in impoverished areas has been fully guaranteed basic medical care.However,the level of various types of medical insurance is still low,the medical assistance system is not yet perfect,the service capacity of medical institutions within the county is low,the referral rate outside the county is high,and the public health problems in poverty-stricken areas are still more prominent.As the risks of poverty due to illness and return to poverty cannot be eliminated,health poverty alleviation and health governance are major tasks and goals to be overcome in the long run.This paper takes polycentric governance theory,policy network theory,and public responsibility theory as theoretical support,and applies them to the research field of health and poverty alleviation public policy.Through quantitative analysis of my country’s health poverty alleviation policy texts,sorting out my country’s health poverty alleviation policy texts from the 1980 s to the present from the time series,tool sequence,and content sequence,and by analyzing the time and frequency of policy promulgation,summarizing my country’s health poverty alleviation at different stages.The era characteristics and key tasks of policy development.Based on the theory of policy tools,taking the programmatic policy texts as analysis samples,it analyzes the advantages and disadvantages of relevant policy tools adopted by the Chinese government in this field;and explores the internal logic and characteristics of the development of my country’s health poverty alleviation policies based on keyword frequency and semantic network analysis;Finally,based on the logic of "subject diversification-target precision-process refinement-mechanism long-term effect",the development trend of my country’s health poverty alleviation policy is summarized.my country’s current actual national conditions,sum up the development experience of health poverty alleviation policies,and actively build a new medical and health system to ensure the realization of the goal of "everyone enjoys health".
