Research On The Driving Force And Predicament Of The Continuous Development Of Health Poverty Alleviation Policy Under The Background Of Rural Revitalization

Disease is a major cause of poverty,so the consolidation of health poverty alleviation results and health risk prevention are still important tasks in the stage of rural revitalization.In February 2021,the Implementation Guidelines on Consolidating and Expanding Effective Links between Health Poverty Alleviation and Rural Revitalization were released,setting new goals for the development of health poverty alleviation policies.Promoting the continuous development of healthy poverty alleviation policies in the context of rural revitalization is an important measure to consolidate the achievements of healthy poverty alleviation,and is also the fundamental requirement for the steady implementation of rural revitalization in poverty-stricken areas.Based on the theory of progressive institutional change,this study focuses on the motivation and dilemma of the continuous development of health poverty alleviation policy in the context of rural revitalization.By sorting out the development process and experience of health poverty alleviation policy and analyzing the local practice of J city and S city in Henan Province,the main driving force for the continuous development of health poverty alleviation policy was explored.On this basis,the potential difficulties of continuous development of health poverty alleviation policy are summarized and the path of continuous development of health poverty alleviation policy under the background of rural revitalization is proposed.The study believes that,first of all,China’s health poverty alleviation policy has gone through three development stages: the germination of health poverty alleviation ideology and policy,the formation and development of health poverty alleviation policy and the improvement of health poverty alleviation policy system,and has formed a comprehensive policy system including health prevention,disease management,economic security and medical security,which has largely solved the problem of poverty caused by illness and returning to poverty due to illness in China.Secondly,with the construction of an analytical framework based on the theory of progressive institutional change,combined with the analysis of the development process of policies and the practical exploration of Henan Province,the health poverty alleviation policy is affected by the dynamic mechanism composed of the institutional environment,institutional ambiguity and actor tendencies,and continues to develop,and presents the form of transformative policy changes and overlapping policy changes.Third,through case analysis,the current continuous development of health poverty alleviation policy is also confronted with the following difficulties: heavy follow-up financial burden of health poverty alleviation,difficult identification of health risk groups,imperfect linkage mechanism of health poverty reduction,shortage of endogenous supply of rural medical resources,imperfect governance pattern of health poverty alleviation,and high potential demand for rural health services.Finally,Proposal shall establish a stable and healthy poverty reduction input mechanism,dynamic monitoring and early warning,classification of health risks to optimize health policy for poverty alleviation,and development of integrated medical service system,to set up the health poverty reduction collaboration mechanism,perfecting rural public health management,to strengthen health poverty alleviation,promoting health policy for poverty alleviation in rural revitalization under the background of the development.
