| With the deepening of the strategy of "Healthy China" and "Talent Strengthening Healthy",grass-roots public health undertakings have ushered in new opportunities for development.As the most important and dynamic resource of public health work at the grass-roots level,the construction of public health talents is related to the service quality of the whole grass-roots public health and is one of the key factors for the sustainable development of the whole grass-roots public health service.Township health centers,community health service centers and village clinics in N District of Chongqing are grass-roots medical and health institutions that directly face the grass-roots people and are the main undertakers of grass-roots public health work.As the outpost of people’s health protection,the construction of talents in public health work plays an important role in the effectiveness of grass-roots public health work in N district.In recent years,the health and family planning of whole distric has got fast development.because of the other factors,such as regional restriction,grassroots health institutions also face many difficulties such as heavy workload,poor working environment,poor quality of service object.These difficulties seriously hindered the optimum construction of public health talent team for grassroots medical and health institutions.The existing domestic and foreign researches mainly focus on the talent team construction of professional public health institutions and grassroots medical and health institutions,but there are few researches on the public health talent team construction of grassroots medical and health institutions.Therefore,in view of the above problem,we take the optimization of public health talent team construction of grassroots medical and health institutions as the research target,and take N distric grassroots medical and health institutions as the research object,go deep into N distric grassroots medical and health institutions to carry out further research: using literature research method to clarify the the relative concepts of basic medical and health institutions,public health,talent team;By means of investigation and statistical analysis,this paper studied the current situation of public health talent team construction in grassroots medical and health institutions,and analyzed the existing problems such as insufficient number of public health staff,unreasonable professional composition and title structure,unbalanced age distribution,and the causes of above problems;Combining the theory of equity,the theory of career development and the theory of human capital,this paper puts forward some countermeasures for optimizing the construction of public health talents in the grassroots medical and health institutions which fit for N district,such as increasing the number of public health worker,implementing the treatment of public health worker and the policy of grassroots talents,and establishing a multi-channel talent training mechanism.It provides reference for the high quality and continuous development of public health work in the grassroots medical and health institutions in N District and the effective control of public health emergencies at the grassroots level. |
