During World War II,the U.S.granted lease assistance to the Soviet Union in accordance with the Mutual Aid Agreement between the United States and the Soviet Union,and required the Soviet side to repay it after the war.However,after the war,the United States and the Soviet Union had serious differences on the issue of repayment of leased materials,which led to multiple rounds of negotiations.In the meantime,the U.S.attitude towards the negotiation has undergone a change of " being active----gradually moving forward----becoming passive----responding positively".Although the two sides have been negotiating for a long time,they have not achieved substantive results due to excessive differences,and the negotiations have fallen into a long-term standstill,and the US switched to a wait-and-see attitude.The US-Soviet relations entered a period of relaxation in the 1970 s.At this time,the Soviet Union hoped to obtain most-favored-nation treatment from the United States in order to eliminate trade discrimination from the United States and ease its own economic difficulties.This provided an opportunity for the resumption of lease settlement negotiations.The U.S.hoped to take advantage of this.This issue put pressure on it to break the deadlock in the negotiations.As a result,the U.S.attitude was once again positive,and this promoted the development of negotiations on the settlement of leased materials between the United States and the Soviet Union.The change in the attitude of the U.S.in negotiating the settlement of leased supplies from the Soviet Union not only reflects the essence of the U.S.in safeguarding its own interests according to the times and circumstances,but also shows the relationship between the two nations in mutual use.
