In recent years, with the decrease of the mortality rate and birth rate of newborn population, the aging rate of China's population is accelerating, and the scale of the elderly population shows an expanding trend.Data from the sixth census show that from2000 to 2010,the number of people aged 60 and above in China increased by 2.93%,accounting for 13.26% of the total population. The number of people aged 65 and above increased by 1.91%,accounting for 8.87% of the total population, indicating that the growth rate of aging is accelerating. In this context, how to respond to the construction of the country's "active aging" and meet the development of the silver-haired class itself has become a key issue in the field of pension services.Starting from the practical problem of population aging and the perspective of the theory of empowerment in sociology, this essay discusses the social participation of retired elderly groups and takes the role of volunteers in public cultural venues to empower the elderly.Through the external promotion of public cultural venues and the combination of the individual initiative of the elderly,it provides a solution for the re-socialization of the elderly. On the one hand, according to the characteristics of cultural weakness and group dis-empowerment of the elderly, this essay provides elder with the choice of re-socialization.On the other hand, this essay provides human resources for public cultural venues to help cultural venues to improve social benefits. At the same time, this essay advocates to change the inherent concept that the elderly cannot serve others.Discovering the potential of the elderly group in public cultural services, this essay make a new concept to improve the social participation level and sense of self-worth of the silver haired class. The elderly have the right to socialize again, and ultimately contribute to the realization of active aging.
