In traditional Chinese society,there is a social relief awareness of mutual assistance and poverty alleviation.The policies and methods used to relieve the widows,widows,loneliness and the sick in the past dynasties played an important role in maintaining the development of productive forces and maintaining the country’s long-term stability in the agricultural era.The Qing Dynasty was at the peak of the development of traditional social systems,and its social relief system has been developed and perfected based on the experience of predecessors.This article intends to take the "Zhengding Fuzhi" in the 27th year of the Qing Emperor Qianlong as an entry point to explore the social relief system in the early Qing Dynasty.Since the late Qing Dynasty gradually declined and the social turmoil affected the implementation of the social relief system,and the author’s historical materials tended to record the deeds of the early Qing Dynasty,this was the node.The first chapter mainly introduces the general situation of the "JuanXu"system in the early Qing Dynasty.First introduce the modern social welfare awareness and traditional social relief awareness,and then introduce the traditional social relief system-the Qing Dynasty " JuanXu " system.Next,a brief introduction to the development of the social relief system in traditional Chinese society before the Qing Dynasty,to sort out the development context of the social relief system in ancient China.On this basis,this chapter briefly explains the content of the early Qing Dynasty " JuanXu " system,and the following chapters will introduce this in detail.The second chapter mainly introduces the design of the "ZhenXu" system in the early Qing Dynasty.According to the records of the official records,the ideological root of the system design lies in the "Zhou Li" regulations on "famine policy".In the specific implementation process,the places recorded in the archives for the relief of the victims were set up in porridge factories and some temples.The government registered the names of the victims and posted them under the city wall for publicity,and issued "cards" to the victims as vouchers.Only when the brand is consistent with the "roster" can you go to the relief site to receive food;the government has also formulated a supervision system to prevent the waste of resources during the disaster relief process.In addition,there are "SanZhen",that is,detailed regulations on the distribution of relief materials.Chapter Three mainly introduces the establishment of official relief institutions in the early Qing Dynasty.The social relief institutions in the early Qing Dynasty mainly included YangjiYuan,PujiTang(the capital was set up to adopt refugees during the Kangxi period),XiliuSuo(also known as the Liuyang Ju),rice factory(also known as porridge factory),and Yuying Tang.The setting of the porridge factory has been covered in the previous chapter,so I won’t repeat it in this chapter.According to the records,the main social relief institutions set up in Zhengding prefecture are Yangji Yuan,Louze Yuan,and Liuyang Ju.For the sake of a more complete introduction to the social relief system in the early Qing Dynasty,this chapter introduces the Yuying Tang into the system based on the records of the prefectural chronicle.The fourth chapter mainly introduces the rise of the private aid undertakings in the early Qing Dynasty.During the Qianlong reign of the Qing Dynasty,civil society relief work gradually emerged.The government’s material subsidies for personal donations and the honorary rewards of inscriptions and plaques have made folk charities flourish.Yitian and Yizhuang among the clans,the rise of individual charitable associations,are the buds of private social welfare undertakings,and together with official institutions constitute a more systematic social relief system for the entire society.The fifth chapter summarizes the characteristics of the "JuanXu" system in the early Qing Dynasty.Based on the overall grasp of the " JuanXu " system in the early Qing Dynasty,its characteristics are analyzed and summarized.
