With the consideration of dialectical materialism and historical materialism, this paper dynamic review that the evolvement of the British welfare social policy from the aspects of the history, and comprehensive analyze the reason of it, summarize its historical experience, hope that provide the beneficial lessons for China related social policy.The paper consists of the following three parts:Part one, the historical evolution of British social welfare policy is divided into three stages to discuss: the relief of the poor, State Welfare prepare, State Welfare establishment and perfect. I view that the evolution of social welfare policy in England from its embryonic stages to fully fledged development to arrive again perfect, was also a process of transformation of the social security system ,from emergency aid ( provided a succor only to the most needy ),to the welfare type(providing social welfare to almost all members of society)Part two, I synthetically analyze the predominance factor of British social welfare policy from many aspects. I view that it was the British social everyone noodles predominance factor since modern age coefficient result: they were the historical and cultural traditions that urges the social policy formation development perhaps, were the theories foundation that delineates a social policy blue print perhaps, were the material foundation that promises the social policy circulate perhaps, were political factor that pushes the social welfare policy development and reform perhaps etc.. I expect to change the shortage that academe to be over-emphasize in the society economy in this problem.Part three, some understanding and thinking in the British social welfare policy research process. At the foundation of analytical British social welfare policy empirical, get some beneficial apocalypses.
