A Bioethical Exploration Of National Governance Of Harmful Alcohol Use In My Country

The harmful use of alcohol,also known as alcohol problem,is closely related to alcoholic beverages,which is an important issue related to national life and health.This problem has existed for a long time in our country,but it has not attracted enough attention of our society.Alcohol control is the institutional guarantee and action support to deal with alcohol problem,prevent and alleviate the harm of alcohol.The experience from many countries and regions shows that if the government lacks alcohol control,the physical and mental health of its citizens or residents,and the social stability and harmony will be deeply harmed by the harmful use of alcohol;as an important part of national health governance,alcohol control will also help to promote the modernization of China's national governance system and governance capacity.In the countries and regions have entered or will enter into modernization,China's alcohol control starts relatively late,has few achievements,and has low energy efficiency.Therefore,learning from foreign experience is the "first lesson" of China's alcohol control.Some countries,regions and international organizations have long accumulated alcohol control policies and strategies,which are worth to understand and learn.The most important foreign experience is to implement targeted guidelines for the use of alcohol and to adopt binding laws and regulations for the treatment of alcohol.Lessons from the past can help us to avoid unnecessary losses and avoid detours in the process of exploring alcohol control with Chinese characteristics.Comparatively speaking,there are serious defects in alcohol control in China,such as: the government and all sectors of society do not pay enough attention to alcohol control;there is a lack of systematic alcohol control institution and policy system;limited alcohol control policies only aim at relatively individual objects or situations,which indicates that China has not yet established a system covering the production,sales,consumption and publicity of drinking alcohol.As a result,only specific groups can benefit from the national alcohol control policies.This situation,coupled with the unreasonable factors in traditional alcohol culture and alcohol etiquette,makes it easy to understand why the situation of people suffering from the harmful use of alcohol still exists when China is about to enter the modernization.Many of the public are not fully aware of the harmful use of alcohol,the protection measures for special groups such as minors are not in place,and some restrictions on alcohol advertising are in vain,which just shows the necessity and urgency of alcohol control in China.Theoretically,we can not only appeal to alcohol control from the perspective of public health,but also need to demonstrate the rationality and necessity of alcohol control from the perspective of multi-disciplinary cooperation.Bioethics not only can play an active role but also should play an active role in promoting alcohol control in China.Bioethics can provide moral justification for alcohol control.Based on the principles of nonmaleficence,respect,justice and responsibility of bioethics,it shows that the harmful use of alcohol not only harms personal life and health,but also harms national health level and population quality,and indirectly harms social order,family harmony,children's education,party style and government style,social justice and other aspects.In the view of bioethics,the harmful use of alcohol is not only harmful,but also immoral;whether ordinary citizens or special groups,indulgence in the harmful use of alcohol is irresponsible,not only can not be proud,but also should be subject to moral constraints and legal sanctions.From the national level,speeding up the pace of alcohol control and building an alcohol control system with Chinese characteristics are not only the proper meaning of the construction of healthy China,but also the responsibility of people's life and health as the supreme power,which is the concrete action of people-centered practice.These bioethical ideas can provide an ethical defense for alcohol control in China.The extreme egoism of over advocating self rights and neglecting self responsibility,over calling for individual freedom and neglecting social equity,the wrong values of one-sided economic interests centered on enterprise income and national economic and social benefits,as well as the deeply rooted irrational outlook on face,stereotype and traditional alcohol etiquette in traditional Chinese moral concepts are all the reasons for China's alcohol control.We have to face the concept obstacles.It is also helpful for people to distinguish right from wrong,distinguish good from evil,weigh the pros and cons,and finally reach the ideological consensus of limiting the harmful use of alcohol.In order to transform the present circumstance of low level,non-standard and imperfect alcohol control,and to reasonably solve various obstacles on the road of alcohol control,We needs to adhere to the people's health as the guiding ideology of alcohol control,We need to adhere to the people's dominating status,and protect the essential rights and interests of people.China needs responsible alcohol control,and both the government and citizens shoulder the moral responsibility of alcohol control.In order to form an alcohol control community,China needs to adopt the concept of health cooperation,including the concept of collective health,the concept of health mutual aid and the concept of health governance community to guide alcohol control.China needs to promote alcohol control with the view of equality of health status,equality of
