| The core issue of this paper is talking about the transformation of economic power in minority areas.According to the different sources of economic development power,it can be divided into external and internal dynamics.The external dynamics from the country's financial support and counterpart support in developed areas have had bigger percentage than internal dynamic from the minority areas themselves,considering the main driving power of the minority areas since the founding of the People's Republic of China.This external dynamics provides huge human,material and financial support for the economic development of ethnic minority areas,and the economic development of ethnic minority areas has made unprecedented achievements.However,from the perspective of the national development of the overall situation,the economic development of ethnic minority areas is still in the situation of the short board,the key and difficult of China's economic development.The source is that the endogenous power of economic development in ethnic minority areas is not well developed.The lack of endogenous motivation causes the dependency of economic development in ethnic minority areas,and a series of problems arising from it.With the deepening of the western development strategy,the construction of the Belt and Road and the construction of the Yangtze River economic zone,the economic development situation and environment of China's ethnic minority areas has undergone a fundamental change,coming to the forefront from the big rear of the original opening up and economic construction.In other words,the people of all ethnic groups become the main force of national construction.This calls for a new idea to guide the economic development of ethnic minority areas,which can make full use of the subjectivity of ethnic groups,such as cultivating a large number of talent with high level knowledge who will root in the minority areas and serve for local economic and social development services.This paper divides the idea of developing ethnic minority areas'economic of the country into the old idea of providing external dynamic and the new idea of stimulating the endogenous,according to the main driving force of economic development in the minority areas since the founding of new China.This paper uses the concepts of "helping" and"autonomy" to define the core connotation of "old thinking" and "new thinking"."Helping",indicates that the people of ethnic minority areas is the object of economic development,while the state and developed areas is the main body.From the actual content of the main body of economic development in ethnic minority areas,"help" mainly includes the state's financial support to ethnic areas and large-scale counterpart support to ethnic areas in developed areas.Corresponding to the "helping",this paper puts forward the concept of "autonomy" to show that people in ethnic minority areas are the mainstay of economic development,while the role of state and developed areas is auxiliary.The connotation of"autonomy" mainly includes the promotion of endogenous human capital,material capital and scientific and technological progress in ethnic minority areas,so as to enhance its endogenous motivation.The driving force of economic development in ethnic minority areas is mainly driven by self-help,not to replace the help of autonomy,but to say that the two are transformed in proportion.Thus,the power conversion problem of economic development in ethnic minority areas discussed in this paper is actually to explore that the main driving force of economic development in ethnic minority areas transforms from the helping of national and developed areas to the autonomous areas of ethnic minority areas.I will build this paper framework in accordance with the ideas of"what" "why" and "how".The main body of the paper is divided into five parts:the introduction,the first chapter,the second chapter,the third chapter,and the conclusion.The main part introduces the main contents and significance of the paper,the related research trends,the main research methods,innovation and deficiency.The first chapter mainly discusses the scientific connotation of independent and its inner logic.In the perspective of economic development power to review,the main contents of the economic development policy of ethnic minority areas since the founding of new China can be divided into two periods:the period of financial support from the central government(1949-1978);the period of financial and policy support from the central government and the counterpart support from the developed areas(1979-2012).It is of great significance to provide economic,material and financial support to the economic development of ethnic minority areas under the idea of helping the country.The economic development of ethnic minority areas has also made great achievements.However,due to the lack of endogenous power,the economic development of ethnic minority areas is facing many problems.Therefore,it is necessary to cultivate and enhance the endogenous power of economic development in ethnic minority areas and realize the independent development of economy in ethnic minority areas.The second chapter mainly discusses the reason why the economic development of minority areas turns from helping to autonomy.This part mainly focuses on the dependence on external support caused by the lack of endogenous power in ethnic minority areas and the dependent characteristics formed by this,including the dependence of industrial growth on resources,the dependence of economic growth on investment,the dependence of market vitality on the state sector,the local The dependence of the economy on the government finance,the dependence on the development of the ethnic minority areas,and so on.Besides,this chapter will talk about the great significance of cultivating and strengthening the endogenous power of ethnic minority areas,including the advantages of developing minority areas,building ecological civilization,maintaining frontier stability and national unity,and promote national regional coordinated development.The third chapter mainly puts forward the policy suggestions of cultivating and strengthening the endogenous power of ethnic minority areas from the angle of increasing investment in human capital.This part will talk about how to cultivating and strengthening the endogenous dynamics which mainly focuses three aspects:cultivate a large number of high-level talented people in the national minority areas,cultivate a large amount of entrepreneurs in ethnic minority areas,and make full use of the geographical advantages and resource advantages."Conclusion ",the last part of this paper,makes further theoretical summary and elaboration on the core issue that the transformation of the economic development power of minority areas.This part makes further clarify the scientific connotation of "help" and "autonomy",as well as the direction of the economic development policy of minority areas. |
