Village Autonomy Research Under The Background Of The New Countryside Construction In Minority Areas

Leicun is a small mountainous village in southwestern Hubei province, mainly residents people of Tujia nationalities. What are the influences of the minority characters on villagers'autonomy in such a village inhabited by minorities? Moreover, under the background of new rural reconstruction, how many ways can be chosen to go out of the difficulties of villagers'autonomy ? The above two questions are the primary ones which this article involves.The first chapter and the second chapter gives a basic description on the autonomy practice made by villagers of Leicun from four aspects as the establishment of villagers'autonomous system, the villagers'power structure, the village committee's operation and management of the village's affairs. Then inducts the characteristics of the villagers'autonomy and analyzes them from outside view. Finally, the author points out that there are four problems existing in the villagers'autonomy in Leicun village, such as the shortage of governance power, the strong sense of clan, the villagers'intensifying emotion and the village committee subjected to the weak collective economy.The third chapter points out five negative factors on the villagers'autonomy in southwestern Hubei Province on the basis of Leicun village. These factors caused the problems of the weak social foundation of villagers'autonomy are mainly by the shortage of the total amount of social capital in this region , thus led to the deficiencies of community recognition and the network. According to these factors, the author points out five measures to get out of the autonomous dilemma from four aspects as main governance, cultural capital, management structure and autonomous organization.Furthermore, it is worth noting that, under the background of the new rural construction, villagers'economy must break through the relation model"interaction between country and village", and must be taken villagers'autonomy internal construction into consideration.
