An Analysis Of The Value Rational Landscape Of The New Public Service Theory

The emergence of new public service theory is one of the new achievements of western public administration.Under the guidance of value rationality,the new public service theory transcends the new public management theory dominated by instrumental rationality,which is not a theoretical repair,but a change in the value dominated by each theory.From Dahl's discussion of democracy,"the battle of Si Vo" to the later development of the new public administration theory,all of these provide reference for the value rationality of the new public service.The new public service theory advocates taking measures to ensure the realization of the interests of citizens,establishing effective communication channels in the whole society,so as to promote the government organizations to serve the society and citizens,which is a transcendence of the instrumental rationality advocated by the previous theory.With the rising of democracy and the increasing of service consciousness,the disadvantages of bureaucratic hierarchy have become increasingly prominent.In the face of the dilemma of customer-oriented "helmsman" created by the government by the new public management,the Denhards took the public interest as the starting point,citizen participation as the destination,criticized the previous theory of rational guidance,and regarded moral man as the end result of human nature hypothesis,the service-oriented government is the main body,taking citizens as the object,advocating the establishment of civil rights,and the realization of public interests and democratic administration as the goal of the new public service theory,so as to solve people's demands for service-oriented government.The new public service theory provides the guiding ideology for people to understand public administration from the perspective of value rationality.It focuses on building a public administration centered on the common people.Compared with the new public management theory,ordinary citizens are only managed and controlled,which is a kind of transcendence.Therefore,the new public service theory gets rid of the tool rational thinking of traditional public administration.But the new public service theory also has some difficulties.This paper analyzes the value of the new publicservice theory and the reasons for the difficulties.The combination of theory and practice can give full play to the maximum effect,so the analysis of the value rationality of the new public service theory has reference significance for the development of public administration in China.China's public administration calls for the return of value rationality,that is,the rational integration of "value and instrumental tool",and strives to build a government that bears more public values.
