Research On The Lack And Construction Of Citizens' Sense Of Responsibility In The Process Of Public Policy Implementatio

The implementation had not been attached enough attention before the 1970's,for people hold this view: once a policy had been formulated the policy would be implemented.Theoretical research and experience tell people that a policy may not be implemented smoothly after it is determined.Actually,the implementation is a process affected by various elements each of which may become a decisive variable to determine whether the implementation can be executed successfully under the corresponding conditions.The traditional study of implementation concentrates on government,but the current situation is that the implementation is no longer dominated only by the administrative organ.Obviously,there is at least the citizen besides the government in the field of implementation,but citizen is not the focus of traditional executive research.It is difficult to find out origin that citizens should be responsible for implementation from both theory and practical experiences.Thus,it is an urgent need to study the awareness of civic responsibilities in the implementation process in order to ensure that the policy will not be smoothly implemented due to the lack of the awareness of civic duties.Based on the policy implementation process model,this paper analyzes the implementation of solid waste classification policy in Beijing,and finds that the reason why this policy has not achieved the expected results is that the four parts of the policy implementation process,the idealized policy,the target group,the implementing organization and environmental factors,do not fully emphasize the responsibility of citizens in the implementation of the policy.There are four kinds of problems in the actual implementation of this policy: abnormal tensions,ineffective transactions,unrealized institutions and inoperative feedback.All of the above problems are related to lack of awareness of civic responsibilities for policy implementation process.It is necessary to fill the deficiency of theory which asks the citizens to bear the responsibility for implementation in order to solve the problem that the policy cannot be implemented smoothly due to the lack of the citizens' awareness of responsibility for implementation.Therefore,in the last part of the study,based on the awareness of civic responsibility,this paper puts forward the proposition of correcting the traditional model of policy implementation process.
