increasing their strategic importance in the construction of the party and the development of Chinese society.In the new era,upholding the Party's leadership over all work and strictly administering the Party in an all-round way will not only give the building of grass-roots Party organizations It brings the need of effective regulation,how to solve the real dilemma of the weakening of the grass-roots party organization with the help of the positive impetus brought by the times of strengthening the party's governance on the basis of the effective regulation is the urgent need at
