| In today’s society,emergencies occur frequently,including natural disasters such as earthquakes,mudslides,typhoons,rainstorms and snow,as well as various production safety accidents,health safety accidents,mass emergencies and social conflicts such as violence and terrorism,which pose a great threat to people’s bodies and property.Because the incident has unpredictability,broke out in a wide,things get complicated and urgent,and increase the processing difficulty of emergency management,emergency management on-site command staff,in particular,as supreme commander at the scene of the emergency management,reaction speed,to cope with the whole event plan formulation and decision-making plays an important role,once the event processing is undeserved,will cause casualties and property losses,a serious threat to public safety and challenges.But in the practice of emergency management in our country,for emergency on-site command staff training importance is not enough,especially in the basic-level government emergency on-site command staff training work,there are training through the motions,practical training,trainees could not ascend the problem such as emergency practice skills,it not only waste of training resources,also big conference holding the orderly and efficient work of emergency at the grass-roots level.Therefore,it is urgent to strengthen the training of on-the-spot command personnel of the grass-roots government emergency management and improve the ability of on-site response and disposal of emergencies.In this paper,based on the four-level model,the author analyzes the current situation of the training of local government emergency site commanders.First,on the basis of referring to previous scholars’ literature,the emergency management training system is sorted out,including five aspects,namely the training organization system,the training teacher system,the training curriculum system,the training evaluation system and the training support system,and the main theoretical model of this paper--kirkpatrick model is proposed.Secondly,the author took three prefecture-level cities in shaanxi province as the research objects,conducted investigations and visits to understand the problems existing in the actual grassroots emergency training,and conducted detailed explanation and analysis based on the adjustment model.At the response level,the overall satisfaction of the trainees was relatively low.At the learning level,the knowledge and skills learned are not enough;At the behavioral level,behavior change is not prominent;At the level of results,the effectiveness of emergency response needs to be improved.Finally,on the basis of learning from the emergency training practice in developed countries,this paper puts forward the optimization path from the five aspects of curriculum system,teachers,training methods,training resources and training mechanism,and puts forward Suggestions for effectively improving the effectiveness of on-the-spot command personnel training of grassroots governments. |
