Design And Implementation Of Emergency Command System Based On Workflow Model

In recent years, emergency management of government is facing great challenges due to increasingly frequent incidents. As an effective way to improve the emergency response capacity of emergency management personnel, emergency exercises have been widely applied in training of emergency response. Among them, emergency simulation exercise is the main means of emergency training at home and abroad beca use of its low cost and high efficiency. Emergency Exercise Simulation Platform in this thesis is capable of training commanders' compound disposal ability by simulating different kinds of emergencies. It's also able to support the process of configuring basic information, making program, controlling and assessing exercise. As an important part of the platform, Emergency Command System offers a man- machine interactive mode environment of real-time emergency exercise training for commanders. So, designing Emergency Command System scientific, rationally, intelligently is of great significance to improve commanders' compound disposal ability. Emergency decision- making process is an important part of Emergency Command System. Therefore, designing emergency decision- making process reasonably is very important.At first, emergency decision- making process elements including command roles, organizations, departments, resources, actions and message types is put forward based on domestic and international emergency response literature and contingency plans in this thesis, furthermore, messages disposal process is analyzed, the process considers collaborative and independent decision-making in normal and abnormal disposal process situations adequately. At the same time, consultation and non consultation decision- making process are proposed. On the basis,emergency decision- making process is computerized defined by using workflow thought and standardized terminology and workflow model is build. Workflow model includes process model, organizational model, data model and resource model, among them, resource model describes resources which carry out specific tasks. Based on emergency decision- making process workflow model Emergency Command System is designed and realized to provide training platform for enhancing commanders' emergency response ability.Emergency decision- making process is put forward in this thesis and different situations may occur after commanders making emergency response are considered, then the lack of standards of existing emergency decision- making process problem is solved. Moreover emergency decision- making process provides theoretical guidance for commanders' making decisions quickly. Based on emergency decision- making process and its related elements Emergency Command System simulate s each role's actual emergency disposal to achieve the purpose of training commanders' compound decision- making ability under different kinds of incident scenarios.
