Research On The Mechanism And Prevention And Control Of Social Crises Caused By Public Emergencies

Since the 21 century,the frequent occurrence of various public emergencies has brought great losses to human society,which has seriously hindered the sustainable development of human society.Public emergencies not only cause heavy casualties and property losses to the society,once the events spread,they will cause social chain reaction,bring serious impact to the whole social system,make the consequences of disasters expand,losses seriously,and then evolve a series of social crises.The emergence of public emergencies has led to the rapid increase of social crisis and the expansion of crisis scale in recent years,which has become an important problem affecting the social stability of our country.How to correctly understand this One problem and take measures to prevent and control is an important issue facing our government at present.On the basis of reviewing the existing research on public emergencies at home and abroad,this paper reviews and analyzes the process and characteristics of 57 public emergencies from 2000 to 2019 by using the theory of social gathering,the theory of relative deprivation and the theory of social amplification of risk.Through the analysis,it is found that the evolution process of public emergencies is closely related to the direct force of meta-events,the rescue needs of the audience,the prevention and control supply of the government and so on.On this basis,the theoretical framework diagram of social crisis caused by public emergencies is constructed,and three mechanisms of social crisis caused by public emergencies are further analyzed: One is Internal force driving mechanism,that is,after the outbreak of public emergencies,the destructive power of meta-events directly acts on the system environment,which leads to the expansion of the scale of public emergencies,the increase of intensity,the change of nature and so on,and then the mechanism of crisis in the social field.Tow is the external force-driven mechanism,that is,after the outbreak of public emergencies,due to the mismatch between the rescue demand of the audience and the prevention and control supply of the government,the public dissatisfaction is induced,and the value of the public evaluation of the government is reversed by the accumulation of certain limits,thus spreading and evolved a series of social crisis mechanisms.Three is the driving mechanism of joint force,that is,the drive of internal force and the drive of external force.Under the joint action of power,the nature,destructive power and influence scope of public emergencies are constantly changing,and ultimately lead to the formation of social crisis mechanism.In order to further verify the effectiveness of the mechanism of social crisis caused by public emergencies,the author selects three typical cases: Changchun Chang sheng Vaccine Fraud incident,Weng'an Group incident and Fu jian Quan gang C9 leakage accident,and verifies the internal force driving mechanism,external force driving mechanism and joint force driving mechanism of social crisis respectively.Finally,this paper puts forward prevention and control countermeasures from three aspects: government department,social public and media public opinion,in order to provide countermeasures and suggestions for "destructive" social crisis and reduce the possibility of "risk" social crisis.
