At present, China is going on the social transition, which matches to the phrase with frequent unstable state in the social development history. All kinds of contradictions and crises are appearing and it has influenced our politics, economy and society. Under the globalization, the circumstances around us are turning to be more uncertain and the crises in international community also spread its influences to China easily. Then how to learn and enhance the crisis management becomes a very urgent task for the governments of all levels, since they are the administrators of public business. So it's significant for us to know about the status quo of the crisis management of china governments and improve their capacities to solve the problems.This paper consisted of five parts. In the first part, it discussed the great meaning of the governmental crises management, summarized the status quo of the study both domestic and foreign and gave a definition to the relative concepts. In the following part, the paper explained the social background of the crisis management, the features and influences of the social crises, and illustrated the necessaries for our study about social crisis management. In the third part, the paper summarized the status quo of Chinese governmental crisis management, and analyzed the causes for it. In the fourth part, the paper introduced the mechanism of crisis management used in America, Russia and Japan, and summed up some successful experience in crisis management in order to use for reference. Finally the paper proposed some countermeasures to improve the governmental capacity of crisis management from such three aspects as the governmental functions for emergency, the mechanism and investment of emergency management.
