Cultural factors play a more and more important role in solving current complicated international and regional problems,so the study of culture has become a hot spot in the field of international politics.Constructivism theory contends that culture refers to the common knowledge or collective knowledge of norms,systems and rules shared by different actors through interaction and social learning,and this culture drives the formation of identity.This kind of cultural identity drives national identity and then promotes national identity.Constructivist research on culture and identity has a strong guiding significance not only for inter-state relations but also for solving the current Hong Kong issue.Throughout the history of the development of Hong Kong's cultural identity,after the Opium War in 1840,the corrupt and incompetent Qing government ceded Hong Kong to Britain,and Britain established the British Hong Kong government in Hong Kong.Hong Kong began to enter the era of colonial rule.Under the influence of a series of colonial policies of the British Hong Kong government,the mainstream of Hong Kong culture gradually changed from the original dominance of Chinese culture to the colonial culture.Although Hong Kong residents still have an identification with Chinese culture and an incomparable yearning for their native land,their cultural identity is inevitably branded by colonial culture.Later,the founding of New China was announced in 1949.Under the background of the Cold War at that time,due to the fierce ideological confrontation,the British Hong Kong Government adopted a closed policy of closing Hong Kong and separating its ties with Chinese mainland.Chinese government also adopted a "one-sided" diplomatic strategy,which led Hong Kong and Chinese mainland to fell into a state of relative isolation.In addition,because of Hong Kong's own special status and its unique political,economic and cultural conditions,Hong Kong sprouted its local consciousness and local culture at this time,affecting more and more Hong Kong residents,especially the new generation of Hong Kong residents.The identity of local culture has become the mainstream of Hong Kong's cultural identity.After more than a hundred years of colonial rule,Hong Kong finally returned to the embrace of the motherland in 1997,and Hong Kong's sovereignty was officially recovered.On the whole,the culture of Hong Kong after the reunification presents the situation of the coexistence of colonial culture,local culture and socialist culture with Chinese characteristics,which leads to the ambiguity of Hong Kong residents' cultural identity.It has become anotherimportant reason for the emergence of the Hong Kong problem after the reunification,affecting the stability of Hong Kong and the reunification of the motherland.In the face of the current complex situation of Hong Kong's cultural identity,there is an urgent need to formulate targeted policies to build Hong Kong's cultural identity in the new era.First of all,we must unswervingly adhere to the principle of "one country,two systems",which is the fundamental political guarantee for Hong Kong's cultural identity in the new era.Secondly,we must strengthen the management of Hong Kong media,give full play to the positive role of media,and strengthen cultural communication and understanding between Hong Kong and Chinese mainland.Thirdly,we should give full play to the root role of excellent Chinese culture in Hong Kong's cultural identity,enhance the influence of excellent Chinese culture,and at the same time enhance young people's sense of patriotism and give full play to the positive role of young people.Let more and more young people become the mainstay of Hong Kong's cultural identity in the new era;Finally,we should establish a long-term mechanism to promote cultural communication and cooperation between Hong Kong and Chinese mainland,which provides a mechanism guarantee for the formation of Hong Kong's cultural identity in the new era.
