Research On Social Mobilization In Public Emergencies In Dalian

China is a country with frequent natural disasters.From the point of view of the places where disasters occur,they occur in all major provinces and cities,and the types of disasters are diverse,causing serious losses and posing a great threat to the life of the country and the people.With the development of complex systems such as informationization,urbanization and economic globalization,the risk correlation between different regions has been increasingly strengthened,which brings more instability and the ensuing emergent problems become more and more intractable.In addition,the rapid development of the Internet has brought about the escalation of social contradictions.In addition,China is in a critical period of social transformation,rapid economic and social development,and acute contradictions.The subject and object of public crisis events have also undergone major changes,and public crisis events also reflect the synthesis of multiple causes,multiple effects and multiple mechanisms and forms.The political Bureau of the CPC Central Committee held its 19th group study on China's emergency management system and capacity building on November 29,2019.General Secretary Xi Jinping of the CPC Central Committee,stressed the need to strengthen the construction of emergency rescue team,and build an emergency rescue team that is both professional and skilled,responsive,with a strong style of work and high skills.We need to take various measures to strengthen the building of comprehensive national rescue forces,combine efforts with local professional teams and volunteer teams,and establish mechanisms for joint training and training as well as rescue cooperation,so as to give full play to the role of various forces.In recent years,when natural disasters and public health security and other events broke out,the material accumulation and volunteer support actions exerted by social mobilization forces have attracted extensive attention.Social mobilization,as a non-governmental organization,also has its organizational construction,institutional mechanism and coordination and linkage with the government.If we want to give better play to the characteristics and advantages of China's emergency management system,we must make social mobilization more standardized and systematic.The research framework of this paper is as follows:First,this paper summarizes the existing domestic and foreign research results on social mobilization in public crisis,and systematically sorts out the core concepts and theories needed in this paper.Secondly,it makes an objective statement on the current situation of social mobilization in public emergencies in Dalian,including relevant systems and policies,organizational construction,objects and contents,relevant mechanisms and safeguard measures.Thirdly,the author deeply explores the contents that need to be improved in the current situation of social mobilization in Public emergencies in Dalian and objectively analyzes the reasons for the deficiency.Finally,although the dalian city social mobilization in coordination with the dalian municipal government in 2020 to prevent new outbreaks in play a role,but still existed in the current social mobilization work in dalian needs to perfect part,this paper based on the existing public emergency management policy and system in dalian,better play to the social mobilization strength for the future related Suggestions are put forward.The idea of this paper is to introduce the theory of social mobilization into the management of public emergencies,from the perspective of the management of public emergencies,with the goal of realizing the common participation of the whole society in public crisis emergency management,and make up for the lack of governance related to social mobilization in the government's emergency management.This paper focuses on the construction of social mobilization mechanism in public emergencies,discusses the factors affecting the operation of social mobilization mechanism,standardizes the coordination and linkage process of emergency management,and then makes the abstract research subject more specific and targeted.This paper also tries to deepen the academic research and theoretical cognition of social mobilization in the practice of public emergencies,and effectively improve the efficient cooperation between social mobilization and government emergency management departments.It can be seen that efficient social mobilization can improve the work efficiency of the government in dealing with public emergencies,help overcome the public's panic over public crisis events,enhance social cohesion,and finally realize the combination of self-help,mutual rescue and government rescue.In this paper,the research is not only beneficial to reduce the cost of dalian municipal government for the public emergency management,the prevention and treatment of secondary and derivative disasters,more can enhance the city whole to resist the ability of the various kinds of public emergency,to ensure the social main body responsibility chain seamless docking,form the government and social force whole resultant force,better play to the government emergency management departments of the comprehensive advantages and better solve practical problems,good cohesion"prevention" and "save" the responsibility of the chain,catch up short,strong or weak.
