Research On Local Government Network Governance

By December 2020,China has 989 million Internet users,and the Internet penetration r ate has reached 70.4%.With the development of the Internet and the modernization of natio nal governance system and capacity,China is moving forward from the traditional governm ent office model to the new model of network governance,and the network governance start s in response.Network governance in promoting democratic political development and impr ove national governance capacity is of great significance,so this article in Marx’s thought of people’s sovereignty,socialist consultative democracy theory and social governance theory as the theoretical basis,take J province government portal website for example,using the methods of literature review and case analysis combined research method to study the local government web site network governance.This paper is carried out in four parts: The first part is the introduction,which mainly elaborates the research background and significance of the paper,sorts out the current research situation at home and abroad,clarifies the research ideas and methods,as well as the innovation and shortage.The second part mainly introduces the concept,theoretical basis and significance of network governance,and the development course of network governance.The third part is the present situation of the J province government portal network governance,mainly expounds the basic situation of the government portal website,the provincial government’s achievements in terms of network governance,the problem: the government portal website construction is not perfect,government workers network governance effect is not ideal,the effectiveness of citizen participation in network governance is insufficient;and further analysis of the reasons for the existence of the above problems: "digital divide" constraints,the lack of staff quality,a citizen participation initiative is not high,the absence of institutional security.In the fourth part,aims at the universal problems existing in network governance of J provincial government,and tries to put forward the path selection of promoting the benign development of network governance of local government:strengthen the construction of platform,build a high-level network governance platform;Strengthen publicity and education to cultivate the concept of network governance in the new era;Perfecting the system mechanism and constructing the long-term mechanism of network governance;Strengthen the construction of the rule of law and promote the process of the rule of law in network governance.
