Research On The Construction Of Juxian County Government During The Anti-Japanese War (1939-1945)

During the Anti-Japanese War,Ju County gradually developed from an occupied area into a political and military command center in the Shandong Anti-Japanese base area and a demonstration area for all-round defense mobilization.This is closely related to the Chinese Communist Party's regime construction in Ju County that suits the needs of the War of Resistance Against Japan.On the basis of fully excavating the existing relevant archives and documents,we use the research methods of quantitative historiography,comparative analysis,and system analysis to summarize the history and experience of the Communist Party of China's regime construction in Ju County during the Anti-Japanese War.It can not only show its era and Regional characteristics have more important theoretical and practical significance.During the Anti-Japanese War,the Communist Party of China's political power construction in Ju County first strengthened its own power through the establishment of party committees,and then established political power through democratic elections to obtain a legal status in Ju County.At the same time,to avoid the Kuomintang regime of Ju County from being attacked.Establish armed forces under the leadership of the Communist Party of China to defend the new regime.In accordance with the requirements of the Anti-Japanese War situation and the fact that the vast counties of Ju County are not conducive to the organization and mobilization of Anti-Japanese War resources,the Communist Party of China renewed county-level administrative divisions on the basis of the old Ju County.In these newly split areas,the Communist Party of China first established a party working committee,then a county-level party committee,and then simultaneously or successively established the Senate and the county government.This division is not static,but is adjusted in time with the progress of the war,and divided into four types of county-level administrative regions: central,general,border,and enemy-in-hand according to certain standards.County-level administrative regions of different natures have different functions.The Chinese Communist Party's method of "dismantling large counties and building small counties" ensured the leadership of small anti-Japanese base areas under the environment of frequent wars,lack of materials,and backward communications,and enabled county-level political power to go as deep as possible.Connect with the masses and carry out deeper rural social reforms.Through the reform and construction of the political power of Juxian,the Communist Party of China has realized comprehensive and in-depth national defense mobilization in Ju County,making sufficient preparations for the final liberation of Juxian.During the Anti-Japanese War,the construction of the Chinese Communist Party's regime in Juxian County still has implications for contemporary local work: social mobilization must be carried out under the leadership of the Communist Party of China.The mobilization ability comes from the authority of the government led by the Communist Party of China.The improvement of the level of grassroots mobilization requires strengthening the party.Centralized and unified leadership,and both leading the masses and relying on the masses;in today's social stability and advanced communications,in order to achieve better development,county-level administrative divisions need not follow the old fashioned,county-level administrative divisions should keep pace with the times;the party should lead And promote the construction of political power institutions,decision-making direction and form a good relationship between the party and the masses.
