Research On The Realization Path Of E-government Based On Blockchain

The report to the 19 th CPC National Congress points out that improving and developing the system of socialism with Chinese characteristics and modernizing China's governance system and capacity are the overall goals of comprehensively deepening reform.In his studies at the Political Bureau of the CPC Central Committee,General Secretary Xi Jinping stressed on many occasions that it is necessary to promote the modernization of national governance system and governance capacity through informatization,and coordinate the development of e-government.Developing e-government is an important way to build a service-oriented government,build a digital government,and modernize China's governance system and capacity.Block chain technology as a new Internet information technology,is widely used in the financial sector,is a private enterprise,technology unicorn company's extensive concern,with the continuous development of block chain technology and improvement of the financial,education,health care,literature,applications of supply chain,and other fields that caused a huge potential,and to solve social problems from all walks of life to provide a kind of unprecedented new ideas and generate unique social value and commercial value,at the same time great attention by the government departments.The technical characteristics of blockchain technology,such as peer-to-peer distributed technology,encryption algorithm and smart contract,coincide with the development and construction of e-government.Government departments of some countries have tried to apply blockchain technology to their own digital ID card,party affairs processing,information disclosure and other fields.This paper takes technology embedding theory as the theoretical basis and takes the realization path of e-government based on blockchain technology as the core for overall analysis.First of all,the concept and theoretical basis of block chain and e-government are basically explained,and then the convergence point of block chain technology principle,service-oriented government,digital government and e-government is found.By analyzing the positive and negative impacts brought by the embedding of block chain technology into e-government at home and abroad,the advantages brought by "block chain + e-government" are analyzed.This paper analyzes the specific practice of introducing block chain technology into the field of e-government at home and abroad,explores the challenges faced by "block chain technology + e-government" and puts forward the corresponding promotion path,so as to provide reference for government departments to apply block chain technology in the field of e-government and build a service-oriented government and digital government.Overall,block chain technology can provide application scenario for development in the field of electronic government affairs,although at present is still in the stage of development,and no large scale,but with the development of the block chain technology and mature,with the increasingly perfecting of our country electron government affairs construction,as the government administrative concept,regulatory concept and the improvement of social acceptance,scene of e-government on the chain will play a huge role in the future.
