| The grass-roots government is the implementer of the policy and task,and whether its behavior and the behavior logic behind it is reasonable has a certain influence on promoting the modernization of the national governance system and governance capacity.With the implementation of China’s strategy to catch up with modernization,in the important process of all-round development,government departments occupy a leading role,the government level is facing the pressure of the goal task sinking,the superior in order to complete their own target plan,the task target layer decomposition to the grass-roots government departments,and in the original task volume and time frame pressure,the formation of a "pressure-type system." Since the 18 th National Congress of the Communist Party of China,the focus of grassroots government work has shifted from single to diversified.In all areas of grassroots government work,it is often faced with pressure from the assessment and inspection of rectification,and the assessment and evaluation of the indicator system tends to be technical and complex,the inspection and rectification is too normal.Under the realistic conditions of the grass-roots government’s human and material resources are relatively limited,some policy tasks assigned by the superiors,often accompanied by layers of coding,signing a letter of responsibility and "one vote veto" system characteristics,to a certain extent,it will affect the interests of the grass-roots government and individuals,so that the grass-roots government based on its own rational choice in the implementation process to form a strategic behavior.The literature research method and the case study method are the main research methods used in this paper,combined with the principal-agent theory,rational choice theory and Maslow demand level theory three theoretical methods,to construct the basic theoretical framework of this paper writing.First of all,the behavior logic of the grass-roots government is placed under the "pressure system" and the operating characteristics of the pressure system are systematically combed.Secondly,a brief analysis of the internal and external pressure of the grass-roots government under the pressure-type system,the grass-roots government in the course of operation there are four main types of pressure,top-down administrative pressure,from the outside out is the horizontal intergovernmental squeeze generated by the competitive pressure and the catalytic effect caused by third-party evaluation,bottom-up appeal pressure and from the inside out ability and work mismatch brought about by the carrying pressure.This paper studies behavior,mainly analyzes behavior motivation,based on the logical relationship between need and motivation,and analyzes the internal needs of grass-roots government by using Maslow’s hierarchical theory,mainly from basic needs and social needs.Combined with the external pressure and internal demand of the grass-roots government,this paper analyzes the two different behavior laws of the grass-roots government.Third,combined with the case of easy poverty alleviation relocation,according to in-depth interviews and a brief questionnaire survey of the grass-roots government’s actual pressure and needs analysis,the specific behavior of the grass-roots government in line with the logic of circumvention behavior,through reading literature and research specific analysis of the grass-roots government to circumvent the behavior logic of the performance behavior.Secondly,this paper combines the theory of principal-agent and rational choice theory,and analyzes the behavior factors affecting the behavior of the grass-roots government from the three aspects of concept,system and management.Finally,based on the various influencing factors of the behavior choice of the grass-roots government,we try to put forward some measures from the aspects of changing the administrative concept,strengthening the system construction and optimizing the organization management.The aim is to provide a more effective way for grass-roots governments to fulfill their policy tasks so that they can give full play to their service functions,thereby enhancing the effectiveness of grass-roots governance. |
