Research On The Supervision System Of Grass-roots "Small And Micro Power" In Dazhou City, Sichuan Province

In China's rural areas,the rural grass-roots organizations are the basis for the grass-roots rural work.With the deepening of the reform and opening up process,China's rural undertakings have made great progress.At the same time,there are more and more power and interests at the grass-roots level,and the interest relationship is becoming more and more complex,which leads to the phenomenon of abuse of power and damage to the interests of the masses and the normal use of small and micro power in rural grassroots.Dazhou city is a big agricultural city in Sichuan Province,with a high proportion of rural population,accounting for 67% of the total population.There are more than 3000 grass-roots autonomous units in Dazhou city.It is a good object to study the power work of small and micro organizations in China's grass-roots organizations.In recent years,Dazhou has made remarkable achievements in the supervision and implementation of the power of small and micro enterprises at the grass-roots level.In recent years,remarkable achievements have been made in the control of "micro corruption" and "seizing flies to kill mosquitoes".However,the unhealthy tendencies and corruption around the masses are prone to occur frequently,which directly gnaw at the masses' sense of gain and happiness,and the people still have a lot of opinions.Last year,Dazhou ranked 17 th among 21 cities and prefectures in Sichuan Province.As far as Dazhou is concerned,most of the party organizations and Party members in Dazhou are in rural areas.It is of great importance to pay close attention to the supervision of grass-roots small and micro power for promoting the comprehensive and strict governance of the party and creating a political ecology of clean and healthy atmosphere.Therefore,this paper takes Dazhou city as an example to study the supervision of grass-roots small and micro power in the region.First of all,on the basis of summarizing the relevant literature at home and abroad,this paper analyzes the theory of power supervision system construction of grass-roots small and micro enterprises,summarizes the meaning of grass-roots small and micro power supervision system,analyzes the relevant theoretical basis involved in the construction of grass-roots small and micro power supervision system,from the county,township,town three-level supervision of China's grass-roots small and micro power supervision status quo The existing grass-roots small and micro power is summarized and discussed.Secondly,taking Dazhou city as an example,this paper analyzes the power supervision work of the grass-roots small and micro enterprises in Dazhou City,and analyzes the current situation of the power work of the grass-roots small and micro enterprises in Dazhou city from the perspectives of supervision organization,supervision system construction and work measures.Through the way of issuing questionnaires,we can understand the problems existing in the power supervision of small and micro enterprises from the grass-roots level.The main problems lie in three aspects: low effectiveness,imperfect system and weak sense of supervision power of the masses.Then,on the basis of questionnaires and questions,this paper summarizes the factors influencing the power supervision system of grassroots small and micro enterprises in Dazhou City,which are mainly manifested in three aspects: asymmetric supervision system,weak linkage of supervision subjects,and imperfect supervision system.Finally,according to the deficiencies and influencing factors in the third chapter,the paper puts forward optimization countermeasures from the perspectives of improving supervision and guarantee,creating a good supervision ecological development environment,strictly regulating supervision norms,improving the power supervision standard system,strengthening supervision organization,improving the function of power supervision system,clarifying the supervision effect,and improving the management and control of power supervision system.On the one hand,it can provide certain reference significance for Dazhou city in the future,on the other hand,it can also provide reference for other provinces and cities in China.
