Cultural Projection Ability And EU Cultural Diplomacy

In the field of international relations,the EU has increasingly become an important "pole" in the world.However,due to the limitation of the its nature,the EU itself does not have strong political power and military advantages.At the same time,the economic crisis encountered in recent years has led to the weakening of the EU's economic competitiveness.Therefore,cultural influence has become an important starting point for the EU's diplomatic goals.As a "normative force",the EU regards culture as soft power to spread EU values and makes other actors voluntarily act in accordance with the EU's wishes,thereby creating a more favorable competitive environment for itself.This shows that cultural strategy and cultural diplomacy are of considerable importance to the EU.This article attempts to answer the following three questions: What are the goals of the EU's cultural strategy? Why does the European Union implement different cultural policies and measures in different regions? And how can differentiated cultural measures help achieve the EU's strategic goals? Through the theory of "cultural projection ability",the article explains the regional differences and pertinence of EU cultural policy,and believes that it is the economic aspect of cultural policy that promotes the EU to resolve different security dilemmas in different regions in order to achieve political security which is the ultimate goal of the dimension.
