| Foreign humanitarian aid has always been an important part of China's foreign aid work,which is of great significance to promoting China's diplomatic development.As an important subject of foreign humanitarian aid,Chinese civil organizations' participation in international humanitarian aid has experienced a period of slow development.In the course of aid in the past few decades,the official led and civil assistance has formed the basic pattern of China's foreign aid.In the 21 st century,with the in-depth development of China's "Going out" strategy,civil organizations gradually expand their participation in international humanitarian assistance activities,and begin to integrate into the international humanitarian assistance system,ushering in the initial stage of "Going out".Especially in the past decade,due to the deepening of the "Going out" strategy in China,the government has strengthened its support and encouragement for these organizations to participate in overseas aid activities.At the same time,civil organizations have developed rapidly in the international environment with increasing humanitarian needs.In the process of aid,the organizations show distinct changes and development characteristics: adhering to the principle of Party and government leadership,enhancing independence,specialization,standardization and cooperation.In the 2015 Nepal earthquake humanitarian aid,Chinese civil organizations participated in the relief operation as a collective for the first time,which clearly showed these characteristics.The Anti-Covid19 Overseas Assistance launched by China in 2020 highlights the professional ability and level of non-governmental organizations,marking the further maturity of the organizations.As it is still in the initial stage of development,civil organizations also show some problems in the process of assistance,such as lack of professionalism,lack of talents,sustainable development and so on. |
