Research On The Performance-oriented Government Procurement Contract Performance Supervision System

This paper start from the background of deepening the reform of government procurement and comprehensive implementation of budget performance management system.Then combined with the investigation of Handan,Changsha and Tianjin,there are often problems in the performance of government procurement contracts,such as examine become mere formality,change the contract at will,goods different from the confirmed sample and absence of procurement supervision.We tries to find a solution to above problems.Based on the general theory of government procurement and the advanced theories of performance management,such as new public management,public finance,principal-agent,balanced scorecard etc,this paper provides rich theoretical support and institutional guarantee for the research on performance management of government procurement contract performance in accordance with relevant laws and administrative regulations of our country and other policy documents.In addition,this paper summarizes the advanced experience of Handan,Changsha,Tianjin,United States,Britain and Australia,in order to manage of government procurement contract performance.Thus,we attempt to summarize a set of evaluation suitable for the development of performance management of government procurement contract performance in China.At the same time,there is a worrying phenomenon that suppliers cheat purchasers and accept rent-seeking in the performance of government procurement contracts,so we put forward the supervision focus of future government procurement contract performance and the improvement of the supporting system,aiming to improve the budget performance management level and performance acceptance ability of government procurement contract,and ensure every government funds can be spent on the edge,and then improve the performance quality of government procurement contracts.
