This article chooses the key course of performance management—the structuring of government performance evaluation system as the research object and it suggests that improving performance management will be an effective way of promoting the construction of government' s ability. To the current situation of performance management of our government , this text puts forward the design of structuring government performance evaluation system based on ability. All of this wants to make the work of government performance evaluation standardized and systematized, thus improves efficiency of the government department work, and then improve government performance management.This paper includes six parts. The first part is the introduction. In this part, it introduces the research background, the cause of the title selection and the survey of the related research both at home and abroad .And it also indicates the approach and path of the research. The second part points out the basic intention with government performance, government performance evaluation and government performance management. Then it introduces the relationship and differences with government performance evaluation and performance management and points out effective government performance evaluation is important to performance management. The third part concludes the institutional basis of the system includes decentralization in government management and result-based management model. The fourth part indicates the detail designation of the frame of the system. As a conclusion , the article points out that the component of the model includes Strategic Objective sub-System , Performance Evaluation sub-system based on the ability , and Information Feedback sub-system. Then the fifth part points out the process of the practice and the applicable condition in detail. Finally, the last part of the paper proposed several research suggestions from institutional and management aspect.
