Research On Performance Management Of Safety Production Supervision And Managemient Department In A Certain Place

Performance management theory from the business practices of western countries,the end of last century 70's,society enhance unceasingly to the demand for government services,public finance is becoming more and more difficult,governments public sector will performance management theory is introduced into the system of government administration,open to the "new public management movement oriented government reform movement.Through the practice of the government performance management,governments from experience and method of enterprise performance management,introduce market competition mechanism in the administrative management system,emphasis on public oriented,change the traditional functions of the government's public sector,using the scientific method of department and staff performance,into and practical work to make as much as possible accurate and objective evaluation,and to take effective measures to improve and enhance the quality of government services.In our country,the government performance management theory to explore starts late.Although since 2005,the central successively introduced "an opinion,three way" and other guidance document,governments at all levels to implement government performance management in the transformation government function,enhance the government credibility,improve the government image and improve government management way also can play a role in the spicier,the attention,but still there is no a set of systematic,under the rule of law,scientific and stylized system,exploration of government performance management still stays at the level of representation,has no substantial breakthrough.Especially in the government department performance management aspects at the grass-roots level,there are a lot of blank in both theory and practice.Because of this,this article through research and analysis of domestic and foreign scholars in the government performance management application research results and related literature,combined with the western developed countries in the government performance management practice to summarize the experience,in production safety supervision and inspection departments at the grass-roots level of our country has carried on the investigation and research of performance management system.Through field survey districts and the safety department of the three types of safety department staff questionnaire survey,combined with the author's own working experience in government departments,the discovery and study of the department of work safety in daily operation performance management system design and all kinds of problems,and combined with the government performance management related theory,in view of the problems found in actual condition is put forward in accordance with the safety department and the feasibility of improvement Suggestions and countermeasures,and preliminary design was carried out on the part of the performance management process.Through this research,hope to optimize the government departments at the grass-roots level performance management has made certain theoretical breakthrough,and tested in practice.
