Research On The Reform Path Of Rural Collective "three Capitals" Management Reform In Zigong City, Sichuan Province

In 2021,the No.1 Document of the Central Committee pointed out that if the nation wants to revive,the countryside must revitalize.To revitalize China's rural areas,it is necessary to solve the problems of rural farmers(hereinafter referred to as "agriculture,rural areas and farmers"),otherwise there will be no way to talk about it,and the people will not be able to share the real dividends brought by rural revitalization.To achieve this goal,we must make up for the outstanding shortcomings in the fields of agriculture,rural areas and farmers.The management of rural collective funds,assets and resources(hereinafter referred to as "three-capital management")is the main link of the reform of agriculture,rural areas and farmers,and it is also the key to fill the shortcomings in the fields of agriculture,rural areas and farmers.It is necessary to standardize the use of collective funds,increase farmers' income,revitalize collective assets,make good use of collective resources,solve "empty shell villages" and strengthen collective economy.In this paper,Zigong City,Sichuan Province is taken as an empirical research object.By means of literature analysis,empirical analysis,questionnaire survey and other methods,through in-depth analysis of the current situation of collective foreign-funded management in Zigong City,five problems are found out accurately,including inadequate management understanding,chaotic management mechanism,lack of management team ability,low management efficiency and loopholes in management security,and the causes of the problems are analyzed.In view of the pain points of rural collective "foreign-funded" management,drawing lessons from the experience of collective "foreign-funded" management in typical villages of rural collective economy,through the perspective of principal-agent theory,collaborative governance theory,internal control theory,centralization and decentralization theory and rent-seeking theory,combined with local reality,it is proposed to improve management awareness and compact management responsibilities;Improve the management system and rationalize the management mechanism;Build a strong management team and improve management ability;Revitalize the collective "three capitals" and stimulate the vitality of development;The countermeasures and suggestions of managing the collective "three-capital" and perfecting the supervision system are aimed at ensuring that the rural collective "three-capital" in Zigong city can be managed,used,developed and utilized scientifically and the collective economy can develop with high quality.The innovation of this paper lies in the in-depth analysis of the data of assets and capital verification in Zigong City from 2017 to 2019 and the data of rural collective "foreign-funded" corruption cases in Zigong City from 2017 to 2019,combining with the situation reflected by 1130 questionnaires,finding out the problems,setting up the management framework of rural collective "foreign-funded" in Zigong City,clearly pointing out the functions and responsibilities of various competent departments,and putting forward the idea of establishing supporting management system for Zigong...
