Chinese revolutions are changing property rights system and efficiency of resource allocation. Country is the source of the revolution and has been attended by many economists. They had analysis the property rights of Chinese country deeply from different aspects. But few of them seriously discuss the relation between rural community and its collective property rights. Backed on the community life of Chinese country ,the main contain of this article is to express the rural community 's important role of making the collective property rights change through the evolution of the latter.The analyses way is as follow. Because of the path dependence of institution revolution, the economic distribution boundary among the rural communities is attained and strengthened during collectivization, which bottomed the collective property rights. Because of the low efficiency of economy collectivization, collective property rights can't last for a long time and central government has to communicate with community and peasants. Rural community collective property rights become subjective through balancing benefits by formal or informal trading. With the changes of political and economical environment, the contradiction of rural community property rights between fair and efficiency become more and more serious. Collective lands and collective enterprises advance to privatization gradually. There are two kinds of country collective property rights in the history of its evolution, one offer community common good and the other satisfy peasants' private demand. The collective property rights institution improvement brings efficiency because it privatizes the latter. Because of the limit of industrialization and civilization, land is still the last social welfare of peasants, so rural community must attain the collective property rights to control the pressure of population. Also community has to get money from collective economy.We can conclude that with furthering the speed of civilization, the boundary between civil and country will disappear and peasants will allocate themselves in society without the land. At that time, rural community would not need collective property rights.
