Research On The Construction Of Rural Grassroots Consultative Democracy In The New Era

After the report of the 18th National Congress of the Communist Party of China put forward the development direction of promoting extensive,multi-level and institutionalized deliberative democracy,the construction of rural grass-roots deliberative democracy has made great progress.To continue to promote the innovative development of the theory and practice of rural grass-roots deliberative democracy,it is necessary to explore the path of its further improvement.First of all,it explains the relevant concepts of deliberative democracy at the rural grass-roots level,summarizes the democratic theories of Marxist classical writers and the important exposition of deliberative democracy by the main leaders of the Communist Party of China.Secondly,it discusses the necessity and significance of the construction of rural grass-roots consultative democracy in the new era.Deliberative democracy at the grass-roots level in rural areas since the new era of construction has achieved remarkable results,deliberative democracy at the grass-roots level in rural areas gradually deepening,the practice contents form increasingly,system perfecting,expanding coverage,but in the process of our construction such as deliberative democracy main body role play is not obvious,negotiate link is not scientific,the low degree of institutionalization,relevant mechanism is not sound,in the end,The development strategy is discussed from four perspectives: cultivating the dominant position of deliberative democracy,enhancing the scientificity of the consultation link at the rural grass-roots level,strengthening the institutionalization of deliberative democracy at the rural grass-roots level,and constructing a standardized and orderly operation mechanism.Focusing on the building of consultative democracy in rural areas at the grassroots level in the new era is of great significance to China's rural governance and the building of socialist democracy with Chinese characteristics,and is conducive to improving the modernization of China's governance capacity under the new normal.
