Research On The Reform Operation Mechanism And Optimization Path Of "unity Of Village And Community" In Qiannan Prefecture

In The reform of “Village-Community Integration” mainly refers to the establishment of joint-stock economic cooperative under the leadership of the village party organization with the administrative village as the unit.“Two Committees” team members in the village and administrative staffs of village’s collective economic organizations(cooperatives)are available for two-way entrance and cross-appointment.The secretary of the village-level Party shall be the director of the village’s collective economic organization legally.The property of collective ownership of means of production should be maintained.Farmers and means of production(“three assets ”of village collectives)in the village should be organized and all of them should be injected into the joint-stock economic co-op,and the shares should be quantified to farmers in each village to realize the shareholding of the whole people.On behalf of the village,the co-op operates and manages the village’s assets,resource assets,operational assets,subsidy funds and the funds and assets that the business entity and farmers voluntarily invested,develops the collective resources and economy,serve their members.In addition,with reference to the organizational structure of the joint stock system and the cooperative system,the board of directors,the general meeting of shareholders and the board of supervisors are set up to realize the democratic management of one person with one vote.Promote the reform of “village-community integration”,and establish the shareholding economic co-op,on the one hand,shall promote the reform of rural collective property rights system,figuring out the interest relationships between village collective economic organizations and farmers in terms of property rights and protecting the main position of farmers in collective economic organizations and the legitimate rights and interests they can enjoy.On the other hand,the collective economic organizations are promoted to materialize development,and the village collective economy grows.After ordinary farmers becoming shareholders,they can get additional income through shareholding dividends on the basis of their original income.Based on the related theories and practice of foreign cooperatives and domestic joint-stock economic co-op,this thesis is intended to take K village of A county in Qiannan and its collective economic reform figuring “ Village-Community Integration” as the main research object.By using the theories of public goods,public choice,and others,this thesis studies the reform’s operating mechanism and optimization path,and analyzes the its background,history,present situation and the achievements.As a new thing produced by the reform,it has also exposed many problems and deficiencies in the process of practice.On this basis,combined with the reality,this thesis puts forward the countermeasures and suggestions with strong pertinence and maneuverability to deepen and perfect the operation mechanism of shareholding economic co-op.
