The Development Of Collective Economy And The Shaping Of Village Residence Dual-track Governance System ——A Case Study Of Y Village In Southern Jiangsu Province

Farmers collective economic development impact on village governance,it has been an important subject to study rural,cooperative s produced in low productivity,the original is to integrate rural means of production and human resources to develop the village economy,in the process of resources in rural areas absorb,collective economy is on the rural political,social structure and the formation of village community and plays a role.In the new socialist period,the cooperative ADAPTS flexibly to the function transformation realized by the social transformation and becomes the important driving force and solid foundation of the village transformation.The traditional dual-track governance is a vertical political system that "the imperial power does not belong to the county",which forms the division of administration and autonomy with the county as the dividing line,and has the characteristics of distinct hierarchy and power concentration.In the innovation of the new rural community governance system,a two-track system of village-level governance and community service is formed.This two-track system of village residence is the division of governance and service,which has the characteristics of not obvious hierarchy,decentralization and division of labor cooperation.Based on the data collected by interviewing,literature analysis and observation in Y village in southern Jiangsu,this paper uses qualitative analysis to describe the internal mechanism of the formation of this system.In the early stage of collective economic construction,collective economy,enterprises and villages are integrated,which is manifested by the unification of development goals and development orientation.Villages supply land and human resources according to the needs of enterprise economic development.As the representative of traditional elites,the village secretary is also the representative of economic elites and political elites.At this time,affected by the development of collective economy,villages merge and live together.At the same time,it also attracts the influx of many non-local workers.Village governance focuses on the development of service enterprises.Collective economy development,in the middle of the village enterprise is a nationwide shareholding system reform,retained in the process of reform must be Y village collective shares as a source of funds for the construction of the village,at this point,the cooperatives,enterprises and the village began to separation,separation of economic elites and political elites,collective economic cooperatives have the ownership and use right of the collective economy and as the leader of the village construction and investors,As the market subject independent from the village,the village governance is also changed from enterprise-oriented to village-oriented.Due to the transformation of village population base and economic base,a large number of overflow demands like transportation,medical care and social security have been generated.The original village-level governance model has been unable to meet the existing needs of villagers,so the village has carried out governance reform based on the support of collective economy.The original village-level governance system should be maintained,while social organizations should be incubated on the basis of community.The governance should be transformed from non-institutionalized grassroots governance system in acquaintance society to semi-acquaintance society and institutionalized grass-roots governance system.The village level is responsible for the system construction of village governance,and the community is responsible for providing professional services.Under the cooperation of the village and the community,a two-track village governance system has been formed.The practice of Y village shows that the governance system of rural community is undergoing reform.The strong collective economy changes the village foundation,brings new demand for governance and promotes the transformation of governance structure.At the same time,the formation of the dual-track operation system of village Y is accompanied by the formation of semi-acquaintance society and modern elites,as well as the emergence of irrational utilization of resources and serious administration.This paper will also make corresponding experience supplement and analysis.
