Research On Government Behavior In The Development Of Village Collective Economy In Luojiang District,Quanzhou

Developing and strengthening the village collective economy is an important measure to consolidate the ruling foundation of the party in rural areas and enhance the organizing ability of rural grass-roots party organizations.(basic Party organization).General Secretary/President Xi Jinping emphasize that it is an major and urgent task for grass-roots party organization to develop and strengthen the village collective economy so as to strengthen the cohesion and improve the ability to serve the people of primary party.Rencent years it was regarded as an important political task by Luojiang district government who actively promote its rural revitalization construction.However,currently it is an important and urgently solved needed project for the government to optimize its behavior to take greater effect although it has play an non-substitutable role in developing the village collective economy.The thesis systematically sorted out and summarized the village-level collective economic data based on the actual circumstances of Luojiang since 2015 then the behavior of the government in the village collective economic construction is analyzed.At present,Luojiang district government attaches great importance to strengthening the team organization,strengthening policy support,guiding the development path and mobilizing the energy of different social members in developing and strengthening the village collective economy.Recent years,Luojiang district also explored a new way to develop and strengthen the village collective economy.They had achieved remarkable progress,meanwhile the weak village's economic development also got a rapid improvement accompanying with the enhanced fighting capacity of grass-roots organizations and strong village collective economic develop motivation.However,there are still some defects in the government's behavior,such as insufficient policy guidance,incomplete over-all planning,insufficient government supervision,and superficial mode of government support.Based on problem study and cause analysis method,this thesis by referring the government behavior and the role it plays to develop and strengthen the village-level collective economy of Changshu City,Jiangsu Province,Jinjiang City,Fujian Province and other places combine with the public goods theory and theory of government behavior puts forward some countermeasures and suggestions to develop and strengthen village collective economy by strengthening the planning and design of village collective economy development,perfecting the multi-party cooperative assistance mechanism,and establishing scientific management mechanism.Finally,this thesis displays the summary of the current research and prospects the future research of this problem.
