To satisfy General Secretary Xi Jinping's important requirement that more efforts should be put on the daily work in the field of the cadres assessment,the State Administration of Taxation has combined the concepts of “Internet plus” and “big data”,developedthe“tax cadre comprehensive information management system”,explored “Digital Personnel”performance assessment methods in the taxation system,and constantly strengthened the management oftaxation cadres by means of information technology since the 18 th National Congress of the Communist Party of China(CPC).“Digital Personnel” has experienced an important historical moment of the merger of state and local taxbureaus since its pilot implementation in the state taxation system of Weifang,Shandong Province in 2014.It is now fully implemented in the taxation system.“Digital Personnel” of the tax department consists of two systems:the management oftaxation cadre personnel and the management of personal performance.Focusing on the assessment of personal performance,this paper mainly studies the index system of performance assessment.This paper sorts out the relevant literature,legal policies,documents and materials toprobe into the relevant theory and development of “Digital Personnel”.Also this paper takes advantages of investigations of questionnaire,interview and discussion to dig out the gains of “Digital Personnel” on method innovation,assessment effectiveness and achievement encouragement.However,there are also problems such as too much abstraction of assessment content,unreasonable design of detailed index,insufficient scientific quantification of scores and insufficient grading assessment,especially that the assessment index design of “Digital Personnel” should be more specific and scientific to evaluate the county-level civil servants in administration and law enforcement.To meet the requirement of the new-era civil servant assessment and promote the effective implementation of “Digital Personnel” performance assessment in the tax departments at county level,comparing the Party and the state's relevant requirements on the assessment of civil servants since the 18 th National Congress and by means of introducing the analytic hierarchy process(AHP),this paper establishes the Hierarchical Structure Model for the key index of "moral,ability,diligence,performance and integrity" in the“Digital Personnel”performance assessment of county-level tax departments,constructs the contrast analysis matrix,calculates the weight vector,makes the consistency test,and optimize and weighttheassessment index with YAAHP software.After the index optimizeion,some cadres from the tax bureau of district Xcity B,G province were selected as the sample assessment objects.By means of comparing the assessment results with the annual assessment results of the “Digital Personnel” in2020,the rationality and feasibility of the optimizeion index system are verified.Through scientific optimizeion and empirical analysis,this paper provides theoretical basis and data support for the county-level tax department to further optimize the setting of “Digital Personnel” index,and provides scientific opinions for the detailed and quantitative setting of civil servants assessment index.
