The establishment of an efficient and clean civil service management system is one of the important symbols of the modernization of tax administration.Liaoning Provincial Bureau of Internal Revenue has been committed to the improvement and optimization of the management of tax civil servants,and has established a relatively perfect civil servant management system,but at the same time,it is also facing many challenges,exposing some problems.This paper tries to promote the improvement of the management level and ability of the civil servants of the Internal Revenue Bureau through the research on the administration system of civil servants in the Bureau of Internal Revenue.Through consulting books,periodicals,archives and other ways,the paper collects and arranges the relevant information in an all-round way,uses the social investigation method,carries out the research to it by the method of field investigation,obtains the detailed first-hand information.This paper summarizes the present situation of the civil servant management of the State Revenue Bureau,analyzes and sums up the problems and causes of the civil servant management of the State Revenue Bureau,and probes into the countermeasures to strengthen the civil servant management of the State Revenue Bureau.The main contents are as follows: Firstly,reviewing and analyzing the basic theory of management,summarizing the evolution of management theory in an all-round way so as to better delineate the boundary and characteristics of the management of tax civil servants.And the content of tax civil servant management is explained comprehensively;secondly,introduce the current situation of the civil servant management of the State Revenue Bureau.It mainly includes a brief introduction of the tax digital personnel information system,a detailed explanation of the professional basis,professional competence,leadership competence,daily performance,and generally accepted evaluation system,etc.The characteristics of civil servant management are summarized and analyzed;thirdly,the problems of the tax digital personnel information system are systematically analyzed,and the unfavorable factors affecting the management of civil servants are found out by connecting closely with the various factors in the system.The factors lay a foundation for the analysis of the measures to strengthen the tax digital personnel information system;Finally,according to the analysis of the previous problems and causes,the paper puts forward four improvement measures,such as giving play to the leading role of the national tax culture,strengthening the application of the digital personnel system,adapting to the reform of tax administration,etc.To ensure the improvement of the management level of civil servants in Liaoning Provincial State Revenue Bureau.In order to solve these problems,we hope that the perfect information system can better support the personnel management.Hope this article can bring some beneficial enlightenment for the management of domestic public servants.
