With the continuous growth of the aging population in Guiyang,the demand for high-level and diversified elderly care services is also increasing rapidly.The shortage of quantity and quality of elderly service practitioners has severely limited the development of the old-age service system in Guiyang.How to speed up the construction of a high-quality elderly care talent team has become a problem urgently to be solved for Guiyang Municipal Government.It is also an important way to solve the problem of population aging in Guiyang.To explore the above questions more clearly,we investigated some staffs who worked in the elderly care institutions in Guiyang by questionnaire surveys and interviews,and found that there are some problems in the process of talent team construction by analyzing the talent team construction using dual-factor theory.These problems can be divided into two parts: hygiene factors and stimulation factors.There are four problems contained in the hygiene factors part: The insufficient number of elderly service practitioners.The unreasonable distribution of gender and age for elderly service practitioners.The unfit recruitment mechanism of elderly service practitioners and the lack of stability in the talent team of elderly care.There are three problems in the stimulation factors part: The low professional ability of the practitioners of elderly care.The single evaluation and stimulation mechanism to practitioners of elderly care.Lack of opportunities for improvement and poor career prospects for the practitioners of elderly care.In this paper,we analyzed the causes of these problems in detail from the insufficient hygiene factors and the limitation of stimulation factors.Then proposed the countermeasure of the talent team construction to accelerate the talent team construction in the elderly care institutions in Guiyang.The proposed countermeasure fulfills the requirements of the talent team of elderly care services by improving the hygiene factors which contains:Guarantee the number of practitioners by increasing of salary reasonably.Improve the team structure by improving the policy guidance of practitioner.Standardize the talent management system to improve the recruitment mechanism.Stabilize and improve the talent team development by improving the welfare system.The proposed countermeasure stimulates the potential ability of the talent team by strengthening the stimulation factors which contains: Prompt the professional ability of the practitioner by adding training opportunities.Establish effective assessment and incentive mechanism.Reasonable plan and provide career opportunities to the talent to provide the space of personal development.The purpose of this study is to put forward reasonable and operable countermeasures for speeding up the construction of elderly care talent team in Guiyang.So then improve the current situation of the imbalance between supply and demand of pension services in Guiyang,and promote the healthy and sustainable development of elderly care services system.
