Research On The Optimization Of The Construction Path Of The Civilization Practice Center In The New Era

The new era civilization practice center is a key strategic initiative of the CPC Central Committee.In order to unify thought,gather consensus,integrate strength and promote development,the new era civilization practice center is being established all over China,especially in rural areas of China.As a selected pilot city of the second batch,X city is a countylevel city of Guizhou province,which locates in the Southwest of China.The government of X city accumulated a lot of experience from preliminary pilots.After that,X makes a series of active explorations for standardization construction.In general,the effectiveness and shortcomings are universal during the process of construction.At present,the work is carried out orderly and achieves some good results,including the top-level design,the team construction,the position construction and the activity organization.In the meantime,the construction of the new era civilization practice center shows some characteristics like Chinese public sector organization.In the context of system management theory and grass-roots governance theory,I make an investigation and system analysis on the construction of the new era civilization practice center.The research takes X city as example,focusing on the social environment,constituent element and functional effects.I try to find some problems and optimize the routes as follows: In the aspect of organizational environment,taking advantage of endogenous superiority—the excellent traditional culture,taking advantage of mobilizing superiority—the leadership of government,taking advantage of owner superiority—the joining of all the people.In the aspect of organizational element,improving the setting of organization,the working system and the working team.In the aspect of organizational function,trying the most efforts to satisfy basic needs,developing needs and honor needs.As a result,the construction of the new era civilization practice center will have rebuilt the cultural value system among the grassroots.
