Study On Volunteer Service Problems And Countermeasures Of New Era Civilization Practice Center In Y County,Shandong Province

Providing diversified and guaranteed public goods and services for the people is the proper meaning of a service-oriented government.At present,the supply of public goods and public services in rural areas is still seriously short,which cannot meet the rapid growth of the people.In order to narrow the gap between urban and rural public services,improve the quantity and quality of public goods supply in rural areas at the grass-roots level,and realize the equalization of public services,the CPC Central Committee in 2018,based on the actual situation in rural areas,proposed to build a practice center of civilization in the new era to guide grass-roots governments to effectively provide rural public goods and services and better meet the public needs of the people.Among them,carrying out volunteer service work is the core task of building a center of civilization practice in a new historical period.By providing voluntary service of civilized practice,the Party’s innovative theory can be effectively promoted into the grassroots,deeply rooted in the hearts of the people,and open up the "last meter" of the ideological construction of the grassroots people.Cultivate social civilization,change the bad social atmosphere and bad customs in the countryside;Promote the focus of rural strategy implementation,promote the construction of rural governance system and improve the modernization of governance capacity.The establishment and operation of the new era civilization practice center needs to integrate the forces of all walks of society to participate in it,and needs to improve the mature voluntary service system as a guarantee.Based on the practical situation,the central government is unable to meet the demands of the building of civilized practice center because of the influence of this series of elements,resulting in the construction work facing huge resistance and the results are not satisfactory.This paper adopts the case study method,takes the Practice Center of New Era Civilization in Y County of Shandong Province as the research object,and deeply discusses the status quo of voluntary service management of the practice center of New Era Civilization in Y County of Shandong Province.It is found that there are some problems in the voluntary service management process of Y County New Era Civilization Practice Center,such as"formalization" of voluntary service,volunteer professional quality and service quality to be improved,volunteer initiative to be improved,and function loss of online service platform.On this basis,this paper analyzes and discusses the causes of the voluntary service management problems of the practice center of new era civilization in Y County,which are respectively the lack of "people-oriented" service concept,weak institutionalized management consciousness,unscientific volunteer incentive model,slow progress of information construction,etc.Based on the problems obtained from the survey and their causes,the paper came up with some optimization countermeasures,for example strengthening the supply and demand connection of civilized practice volunteer service,improving volunteers’ volunteer service ability,perfecting the incentive mechanism of volunteer service,and building a smart service management platform.It is hoped that this research can generate certain impetus for Y County’s New Era Civilization Practice Center to better play the value and function of volunteer service,and also provide inspiration and help for theoretical propagandist and practical workers to further optimize the management of volunteer service,so as to promote the long-term and normal operation of civilized practice voluntary service mechanism.
