Research On The Improvement Of Governance Capacity Of Resettlement Community In Wuchuan County, Guizhou Province Under The Background Of Ex-situ Poverty Alleviation And Relocation

On December 23,2020,Chen Yiqin,secretary of the CPC Central Committee of Guizhou Province,stressed at the conference on the follow-up support for the relocation and poverty alleviation in Yidi,Guizhou province,held in Guiyang,“High-quality work to do a good job in the province’s relocation follow-up support,to ensure that the relocated people are stable,have employment,gradually can get rich”,“Moving in is only the first step,follow-up work still has a long way to go.”.The community is the basic living unit of the relocated people.To improve the management ability of the relocated people,we can guarantee the long-term livelihood of the relocated people and the long-term peace and stability of the relocated communities.Therefore,we must continue to firmly grasp the basic premise of community stability,give full play to the role of “Political leadership”,speed up the improvement of settlement community governance capacity,promote the opening and integration of settlement,and help the relocated people better adapt to the new environment.In the process of literature collection,we found that there are no scholars on how to improve the relocation of the poor relocation community governance capacity.Therefore,according to the scientific method,this paper selects Wuchuan County of Guizhou province as the site of field research,chooses the relocation and resettlement community of the poor in the relocation area as the research object,combines the governance theory,the public governance theory,the new public service theory,by using the methods of investigation and research,Case Analysis,structural interview and questionnaire survey,and from the perspective of multi-subjects,this paper makes an in-depth study on the governance abilities of the various governance subjects in the relocation community for poverty alleviation in Wuchuan County,Guizhou province,summing up the problems existing in the process of governance of each subject,and putting forward the feasible ways to enhance the community governance capacity,that is,through enhancing the capacity of the main body of community governance and the capacity of coordination between the main body,to enhance the community governance capacity building,and promote the long-term development of resettlement communities,the research conclusions are expected to provide experience for other resettlement communities,contribute to the better realization of rural revitalization strategy.
