The National Work Plan for Relocation of Relocated Poverty Alleviation during the 13th Five Year Plan clearly proposes to further implement relocation of relocated poverty alleviation.The targets of relocation for poverty alleviation in other places are mainly the rural poor people who live in the areas with poor living environment and basic development conditions,such as deep mountains,desertification and endemic diseases,and where the ecological environment is fragile and development is restricted or prohibited.The purpose is to improve the economic efficiency through adjusting the living environment and living conditions of the poor people and adjusting the industrial structure,The relocated population has embarked on the road of becoming rich and sustainable development.During the "13th Five Year Plan" period,the total population of displaced people for poverty alleviation in China reached 9.6 million.During the 13th Five Year Plan period,a total of 996000 poor people were relocated and registered,accounting for 10% of the total relocation scale nationwide.2832 centralized resettlement areas and 244600 resettlement houses have been built and put into use.Among them,Jing’an Cross County Relocation and Relocation Centralized Resettlement Area in Zhaotong City,Yunnan Province is a national key poverty alleviation project during the 13th Five Year Plan,which resettled 11720 households and nearly 50000 villagers in six counties of Zhaotong City,including Daguan County,Yongshan County,Zhenxiong County,Yiliang County,Zhaoyang District and Yanjin County.It is the largest cross county relocation and resettlement area for poverty alleviation in China.With the full completion of relocation construction tasks,the related work has shifted to a new stage centered on the follow-up support.We should pay high attention to the follow-up support work of relocation to help the poor with high quality to ensure that the relocated people can live stably,have employment and become rich gradually "," Relocation is only the first step,and there is still a long way to go for the follow-up work.Doing this work well is a systematic project,involving all aspects." It is necessary to move out,be stable,integrate,and gradually become rich ".An important premise of " stable living" is that the people can live in the resettlement community and integrate into the community.Therefore,the governance of the resettlement community after relocation is becoming increasingly important,The demand for the construction and management of the resettlement community is also increasingly urgent.It is urgent to improve the governance capacity of the resettlement community,ensure the long-term livelihood of the relocated people and the long-term stability of the resettlement community.In 2021,the Ministry of Civil Affairs,together with nine departments,issued the Guiding Opinions on Improving the Governance of Relocated Communities for Poverty Alleviation,Relocation and Centralized Resettlement,focusing on the governance of relocated communities and solving the problems that people can live well and integrate into.Therefore,this paper selects Jing’an New District of Zhaotong City as the site for field research,selects the relocation and centralized resettlement community for ex situ poverty alleviation as the research object,combines the polycentric governance theory,anti-poverty theory,immigration integration theory,adopts the survey research method,case analysis method,structural interview method and questionnaire survey method,combines literature review and first-hand materials,and selects a multi subject perspective,Deeply study and analyze the governance capacity of each governance subject in the relocation and centralized resettlement community for inter county poverty alleviation in Jing’an,Zhaotong City,and summarize the problems of each subject in the governance process.The main problem is that the resettlement community’s autonomy construction is relatively weak;The enthusiasm of the masses is not high;The relocated people have difficulty in adapting to life;Difficulty in adapting the cost of relocation;Difficulties in livelihood adaptation of relocated people;The shortage of community management talents.In view of the above problems,this paper puts forward five suggestions: first,straighten out the multi subject governance system of resettlement communities and integrate governance resources;Second,improve the resettlement community autonomy mechanism and enhance the enthusiasm of the masses to participate;Third,improve the level of community service and promote better integration of the masses;Fourth,take multiple measures to stabilize employment and consolidate the economic foundation of resettlement community governance;Fifthly,strengthen the construction of resettlement community workers,consolidate the foundation of community governance organizations,optimize the internal organizational strength of resettlement communities,improve the ideological quality and self-reliance of relocated households,and let the people in the resettlement communities increase their sense of happiness,sense of gain and sense of participation,so as to improve the efficiency of the community and community capacity building,and promote the development of resettlement communities,so as to provide experience for the governance of the same type of resettlement communities.
