Research On Social Organizations Participating In The Governance Of Poor Rural Communities

With the transition from planned economy system to market economy system,China's grass-roots governance structure has gradually achieved the transition of "unit system--street system--community system",and "unit person" has gradually changed to "community person".Under the new normal,in the face of poor rural communities infrastructure is imperfect,the collective economy income is low,the community autonomy ability weak and poor rural communities low per capita income level,labor skills and conservative backward,the lack of spiritual life,lack of community engagement.poor rural community should actively deepening the reform of community governance.Poor rural community governance should be based on the plural "community governance" on the concept of endogenous development model,building "the government-society-the market" and the main body of collaborative work poor rural community governance structure,especially should pay attention to stimulate the organization of society governance vitality,play the governance body in social organizations promote the positive role of poor rural poverty alleviation works.At the same time,to develop endogenous power of poor rural community residents make it into the community,actively participate in community affairs.Based on the field survey of 78 social organizations in the province,this study found that the main ways for social organizations to participate in the governance of poor rural communities include employment assistance,poverty alleviation,medical assistance,service for the aged and cultural propaganda.In the process of participating in the governance of poor rural communities,social organizations generally face the government's concept of community governance "administration",and the management system of social organizations is not perfect.Social organizations lack of professional skills and talents,and lack of independence and autonomy;The problem of insufficient participation of community residents and low credibility of social organizations.Based on the literature research,investigation research and field research,binary Logistic regression model is constructed to analyze the factors that affect the participation of social organizations in the governance of poor rural communities and put forward countermeasures to improve the participation of social organizations in the governance of poor rural communities.Governance of poor rural communities requires the coordination and co-governance of government,market,social organizations and community residents,etc.The government should not only position the relationship between government and society reasonably,but also improve the management mechanism of social organizations.Social organizations should not only enhance their independence and autonomy,but also strengthen the construction of talent team.The society should not only enhance the credibility of social organizations,but also enhance the ability of community residents to participate.
