Research On Promotion-appointment Pattern Of Primary Level Cadres In Communist Youth League Of China Based On Competency Model

Grassroots League Cadres is the backbone of various levels league organizations in our country, ithas an important historical mission that unite, serve, and cover the youth. And it has played a pivotalimpact on the development of China political and economic construction.Due to the special of league organizations works, there are league construct situation in Governmentagencies, institutions, universities and non-public enterprises, the identity of League Cadres arecomplex.To guarantee the accuracy of the results, we choice the civil service establishment grassrootsLeague Cadres only as the object of study.In modern human resource management, the applications ofcompetency theory and competency model has important influence on excerpting employeessuccessful.so，it Has an important significance to introduce the competency theory into grassrootsLeague Cadres excerpting work of our country, create a group of League cadres line with theexpectations of the party and the people, and meet the group organization’s development needs.In this paper, we combined the theoretical and empirical method, research the competency model forgrassroots League Cadres on three stages. First, through the literature review, I summarized the origin,definition and domestic and foreign research results on the competency. Then, build competency modelon grassroots League Cadres preliminary. Based on the literature review，take behavioral eventinterview and survey, researched more than200grassroots League Cadres in Henan province.Andanalysis the data information collected with factor analysis method, build competency model ongrassroots League Cadres preliminary and make validation. The third stage, after the building ofgrassroots League Cadres competency model, focus on the deficiencies of current grassroots LeagueCadres selected way, establish competency-based grassroots League Cadres selected Way, and proposesome suggestions.At the last,I summarized the achievements and deficiencies of this research, And proposed directionof grass-roots League Cadres competency model research in the future in our country.
