Research On The International Law And Regulation Of Intelligent Weapons And Equipment

Artificial intelligence technology develops rapidly.In the military field,the development of intelligent weapons and equipment keeps moving forward with the development of science and technology,and the degree of autonomy is getting higher and higher.The improvement of the autonomy of intelligent weapons and equipment makes them different from those which are under the control of human operators in the traditional sense.If the development of intelligent weapons and equipment is not regulated and allowed to develop without any restriction,the existing international law will be challenged.This paper is mainly divided into five parts.Firstly,starting from the different definitions of intelligent weapons and equipment by relevant countries and international organizations,it finds out the common characteristics of intelligent weapons and equipment.Secondly,the present situation,development trend and practical application of intelligent weapons and equipment are introduced.Thirdly,it analyzes the problems faced by intelligent weapons and equipment in the development process and the challenges to international law.Then,it puts forward the ways to improve the regulations of international law on intelligent weapons and equipment,mainly from the specific restrictions and the prospect of legislation on intelligent weapons and equipment,including the specific requirements in research and development and deployment,as well as the principles that should be adhered to and the system that should be paid attention to in international legislation.This part mainly analyzes and compares the existing major conventions to explore the system suitable for the development of intelligent weapons and equipment.Finally,through the analysis of the current international research progress,the development plans of neighboring countries,combined with China's national policies,the paper puts forward how China should develop intelligent weapons and equipment without violating the international law,and how to enhance the international discourse power.
